SUBJECT: Consider Resolution No. 93-`0 , Providing
Workers' Compensation for Selective Volunteers.
Background
The City relies on volunteers to provide a variety of services on
the City' s behalf. As an example, the Arroyo Simi reclamation
project recently approved by the Council will make use of a
number of volunteers. Other volunteers work in City Hall
assisting in administrative functions, and others help with our
recreation programs.
When individuals work on behalf of the City they may be exposed
to hazards related to the work. If they were injured it would be
in their best interest and the City' s, to obtain medical
treatment immediately. Taking care of an injured volunteer
immediately, assures the City that a minor injury occurring on
City property or at a City event, is treated and does not develop
into a major medical problem later. Volunteers would be required
to sign an "Informed Consent and Release" form which limits their
recovery for injuries to the City' s Workers ' Compensation Program
administered by the Southern California Joint Powers Insurance
Authority.
There will be no impact on this years Workers ' Compensation
deposit placed with the Authority. Next year' s deposit would be
increased based on a calculated equivalent payroll figure for
volunteers that were covered in the previous year. It would
normally be less than $5, 000 of additional deposit. The deposit
is held in reserve until needed to pay medical expenses.
Recommendation
Both the staff and the Authority recommend that the City Council
authorize the City Manager to cover volunteers for our Workers '
Compensation Program, as needed by passing Resolution No. 93
