Consider FY 1993/94 Budget Amendment and Allocation
of Funds for the Construction of Concrete Steps
Between the Metrolink Platform and the North
Parking Lot
To facilitate pedestrian traffic through the north parking lot to
the train platform at the Metrolink Station, staff solicited bids
for the construction of concrete steps. If approved by Council, a
set of steps will be constructed on the dirt slope along the south
side of the north parking lot (see attached map).
Currently, many Metrolink riders walk across the dirt slope rather
than using the end ramps since it takes less time. The
installation of steps will reduce the chances of injury and make it
easier to access the train platform. The north parking lot was
striped so that steps could be easily accommodated at a later time.
The specifications included in the bid document were for a set of
steps that would consist of six to eight risers, ten feet wide and
seven inches high. Proposals were to include handrails on each
side of the steps. The bid document also requested a "add
alternate" to the project that would provide for the construction
of a vertical retaining wall along the side of the steps. A
retaining wall would provide stability and a better separation
between the steps and the surrounding dirt slope and would enhance
the appearance and the life of the steps. Staff recommends that
Council approve the project with the inclusion of the retaining
wall. The contractor would be required to obtain the building and
inspection permit and the City would pay the cost of the permit.

The City received one bid from D.I. Construction in the amount of
$3,804. The proposal included the "add alternate" for an
additional $899. The cost of the building permit is $116. With
the addition of a 10% contingency, staff is recommending that the
Council approve the project at a cost not to exceed $5,200 and
allocate TDA funds for the construction of the steps at the
Metrolink Station.
As a part of the effort to improve the dirt slope in the north
Metrolink parking lot, staff is evaluating the feasibility of
landscaping the area. A soil sample was taken for analyses, the
results should be available by September 13. Once completed, staff
will present a cost estimate for landscaping the dirt slope for
Council consideration.
Recommendation (roll call vote)
Staff recommends that the Council:
1) Appropriate $5,200 from Fund 12, TDA Reserves,
2) Approve an amendment to the FY 1993/94 Budget for the
project by adding $5,200 to line item #12.4.515.903,
3) Approve the construction of the steps at a total project
cost not to exceed $5,200 from the City's TDA funds, and
4) Authorize the City Manager to execute necessary contract
documents.
