Phase I construction was completed in April 1993. The construction cost for this work was $239,687.90 DISCUSSION A. Project Design The Phase II storm drain plans include the extension of the 24" reinforced concrete pipe from Bard Street to Magnolia Street. This drain includes catch basins and appurtenant laterals to improve collection of the surface run -off. Temporary drainage improvements will be installed at Spring Road until such time that permanent improvements are constructed per the City's master storm drain plan. Street improvements include: new curb & gutter, sidewalk, cross gutters, new handicap ramps, new driveway aprons, striping, tree wells an root guards, and the relocation and adjustment of interfering utility structures. Charles Street August 1993 Page 2 Similar to Phase I, some key project design elements are discussed in more detail as follows: Due to the elevation difference from the north parkway to the south parkway, different curb heights are proposed. The northern curb will be 8" high and the south curb will be 6" high. The cross slope of the street will also be different on the north side than the south side. To provide positive drainage to the gutters from both the centerline of the street and from the parkways, the cross slope of the north side of the street will be 1.5% and the south side will range from 2% to 3.4 %. This is in the range of acceptable practice in such conditions where common elevations on each side of the street are not feasible. 2. The design attempts to salvage all trees. No trees are proposed to he removed. Tree wells and mounding of earth around the trees is required where elevations are a problem. It is also necessary to bend the curb around large trees in front of 640 Walnut Street, 224 Charles Street, and 712 Magnolia Street to salvage the trees. (Some tree trimming and perhaps even tree removals may be required if root pruning, required for the improvements, impair the health of the trees.) 3. Sidewalks will meander as necessary to avoid the need to design excessive slope grading or retaining structures on private property and to avoid existing encroachments (Wheel chair ramp at 459 Charles Street and retaining walls and fencing at 484 Charles Street). Plans and specifications for Phase II will be submitted under a separate item. B. Fiscal Impact Project Cost Estimate: The following is a summary of prior actual cost for Phase I and estimated costs for Phase II. ELEMENT ACTUAL EST. Proiect Schedule It is anticipated that the construction of the project will commence in October with completion in approximately three months. RECOMMENDATION: Staff recommends that City Council approve the project design plans and authorize staff to advertise for receipt of bids for the subject project. 082393.M 1
