SUBJECT: Consider Establishing Parking Restrictions to Facilitate
Street Sweeping
DISCUSSION
The primary focus of a street sweeping operation is the
gutters. This is where the debris accumulates. In many
areas of most communities, parked cars prevent the street
sweeper from sweeping the gutter. The result is a less
than fully effective street sweeping operation.
As you are aware, the City has embarked on a federally
mandated program (NPDES) to improve the quality of
stromwater run -off. That program identifies improved
street sweeping operations as one of the ways in which
this can be accomplished. In order to improve the
effectiveness and efficiency of the City's street
sweeping program, the City Council may wish to consider
the establishment of parking restrictions to allow the
street sweeper to better sweep the gutter of the street.
Attached is a draft resolution (Exhibit 1) which, if
adopted, would allow the City to post signs prohibiting
parking during certain designated hours of certain
designated days to facilitate the street sweeping
schedule. An example of the type of sign which would be
placed is attached as Exhibit 2.
Staff has confirmed with the Street Sweeping contractor
that a four hour parking prohibition would be a
sufficient amount of time to allow any given sweeping
route to be swept. The contractor also stated that they
would be able to adjust the time of the sweeping
operation to any time preferred by the City, including coRPARK, CALlFO'2NW

A copy of the street sweeping map and schedule is
attached as Exhibit 3. The City Council is reminded that
the parking prohibition would be effective the day stated
on the sign, every week. Except for certain portions of
the downtown area which are swept weekly, the current
sweeping schedule only calls for street sweeping every
other week.

RESOLUTION NO. 93 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, PROVIDING FOR THE
ESTABLISHMENT OF PARKING RESTRICTIONS FOR THE
PURPOSE OF FACILITATING STREET SWEEPING
WHEREAS, Section 22507.6 of the California Vehicle Code provides
for the establishment of parking restrictions on local streets for
the purpose of facilitating street sweeping; and,
WHEREAS, the City Council has determined that the public health
and safety would be better served if certain parking restrictions
were established for this purpose.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the parking of vehicles shall be prohibited,
during the times and days specified, on any street where signs have
been posted giving notice that parking is prohibited during certain
designated periods of time on certain designated days.
SECTION 2. That such signs shall be placed in a conspicuous
place at each entrance to any area, as defined in Section 22507.6
of the California Vehicle Code, where parking is to be prohibited
for a specified period of time in order to provide for the sweeping
of streets.
SECTION 3. That any such sign shall clearly state the period of
time and the day of the parking prohibition.
Section 4. That any such sign shall be in conformance with the
design criteria set forth in, and shall be posted in accordance
with the requirements of, the aforesaid Section 22507.6 of the
California Vehicle Code.
SECTION 5. That the City Manager is hereby directed to have
placed and maintained any such signs as may be required to improve
the efficiency and effectiveness of the City's street sweeping
program, as determined by the City Manager.
