Mtg. 9/8/93) SUBJECT: Consider Ordinance No. Amend ng Ordinance 134 and Extending the Date of Completion for the Rebuild of the Cable Television System owned and Operated by the Chronicle Publishing Company Serving the City of Moorpark. BACKGROUND The City of Moorpark adopted Ordinance No. 134 on November 21, 1990, granting the Chronicle Publishing Company doing business as Ventura County Cablevision (VCC), the right to own and operate a cable television system in the City of Moorpark. The term of this franchise is ten (10) years. Continuation of the franchise was dependent upon VCC rebuilding their system on or before December 31, 1993. The requirements for the rebuilding of the cable system mandated that the cable company deliver signals at frequencies up to 450 megahertz (MHz) with a channel capacity of 64 channels. Over the last year, the Budget & Finance Committee, staff, and the cable company have discussed the rebuild of the system using state -of- the -art technology. VCC has agreed to rebuild the system with fiberoptic cable providing a channel capacity of 77 channels and a signal of 550 MHz. This would greatly enhance the system and exceed the requirements in Ordinance No. 134. The installation of fiberoptic cable will take additional time and effort on the part of the cable company. They have requested an extension of the December 31, 1993 deadline to September 30, 1994. This has been reviewed by the Budget & �( Finance Committee and the Committee has agreed that the extension is in the best interest of the community. RECOMMENDATION Staff and the Budget & Finance Committee recommend adoption of Ordinance No. amending Ordinance No. 134 and extending the date for completion of the rebuild of cable system owned and operated by the Chronicle Publishing Company serving the City of Moorpark. s::iw�i;a 11f%�.s�rLsl�aLlc.ry l M E M O R A N D iJ M TO: The Honorable City Council FROM: Donald P. Reynolds Jr., Administrative Services Manage, DATE: September 16, 1993 SUBJECT: Administrative Hearing Manual for Parking Citations, as Required by AB408 Please find attached the draft City manual for the administration of parking citations and the hearing process associated with AB408. This manual is requirod to be adopted by the City as discussed the staff report concerning this item has been placed on the Council's agenda for September 22, 1993. The manual has been slightly changed to conform with City policies, but otherwise, matches the manual used by Thousand Oaks which is proposed to the City's contractor for services related to the parking citation hearing process.
