SUBJECT: Consider Appropriations for a Police Motorcycle and
Traffic Radar Trailer
The following report will request funding for the purchase of a
Traffic Radar Trailer and a replacement Traffic Safety Motorcycle.
Traffic Radar Trailer
The City appropriated $4,500 in the current budget to pay for half
of a Radar Trailer, with the City of Thousand Oaks paying for the
other half (for a total estimated cost of $9,000). The City of
Thousand Oaks decided that they cannot share the equipment.
The Radar Trailer is a unique piece of equipment and only two
possible vendors were identified. Of the two bids received, the
bid for $8,952.34 is preferred over the higher bid of $11,089.65,
as both pieces of equipment meet the City's basic specifications.
With the Council's approval of an additional $4,500 appropriation
from the Traffic Safety fund balance, (Fund 02, existing unaudited
balance of $34,252), to line item 01.4.121.906, "specialized
Equipment," staff can complete the procurement of this equipment.
Traffic Safety Motorcycle
The attached report from Lt. Rouse explains the current
circumstances related to the replacement of the City traffic
enforcement motorcycle. Staff advertised for bids and was also
fortunate to identify a surplus motorcycle available from the City
of San Buenaventura. This bike, purchased this month, is not
needed by Ventura, and available to the City at $7,882.82, ($7,294
+ $528.82 tax). It is staff's recommendation to join in Ventura's
bid process and take advantage of their price and accompanying
equipment (the City would have a new siren, and surplus strobe
light). Informal bids received from local dealers are slightly
less expensive, but did not include the $350 siren.
The City's current bike will have the equipment transferred from it
by Ventura to the new bike at no cost to the City. The old
motorcycle will be auctioned using sealed bid process. On the old
bike is a strobe light which is obsolete, and the City may need to
replace it at a cost of $159.50. The County Sheriff's Department
will look at Ventura's bike and equipment to determine if the new
strobe light is needed, and if so, install the new strobe light
which has a simple assembly.

That the City Council authorize staff to solicit bids for the
disposal of the current traffic safety motorcycle, (1989 Harley
Davidson, Model FXRP), and appropriate funds from reserve balances
as follows:
1) Appropriate an additional $4,500 from Fund 02 (Traffic
Safety) to Line Item 02.4.121.906, for the purchase of a
Traffic Radar Trailer, and;
2) Appropriate $8,050 from the Equipment Replacement Fund
(30) to Line Item 31.4.121.904 for the purchase of a
traffic safety motorcycle (1994 Kawasaki KZ1000P13).

The city owned motorcycle has reached the end of its life cycle (53,000 miles) and is no longer
under warranty. As a result we expect to see increased expenditures for repair and services. The
motorcycle was purchased in 1989 upon the addition of the traffic enforcement motor officer.
Three models were chosen for replacement consideration, BMW K -75 RT, Kawasaki KZ -1000,
and Harley Davidson FI.HT -P. Some of the costs for the BMW can only be estimated since
there are no units that have been in operation in the United States for a period of one year or
more. The costs for the Kawasaki and Harley Davidson are based upon repair and service
records from the Camarillo and Moorpark Police departments and the estimated resale from
previous auctions and the Kelly Blue Book.

BMW is attempting to corner a portion of the police motorcycle market and has recently
introduced demonstration models for purchase. These models have a minimum of 700 to 10,000
road miles on them with a price range from $10,210 to $11,900. My concern is that no agency
in the state has conducted a thorough analysis and deemed the motorcycle as reliable and cost
efficient. We contacted the Seattle Police Department, who purchased several BMW
motorcycles and was told that many of the officers disliked the motorcycle for several reasons
ranging from the European riding style to the poor acceleration. They have only had the BMW
for a short period of time and the maintenance record is still unknown. I understand the
California Highway Patrol (CHP) has put the BMW motorcycle through various riding tests and
it meets their acceleration, turning and braking requirements. A complete analysis by CHP will
not be completed for over a year.
Harley Davidson no longer makes the same motorcycle as we currently operate with. They have
moved towards a larger and heavier version which is unpopular to the Sheriffs Department
motor officers and most motor officers in this state. This model does not meet minimum state
standards according to the California Highway Patrol tests done this year in Sacramento.
There is no police motorcycle training course in California that trains on Harley Davidson or
BMW motorcycles. This requires deputies to borrow a Kawasaki for training school purposes if
their department does not supply one.
Recommendation
I recommend the City purchase one Kawasaki KZ1000P13 police motorcycle. This is the
standard in California since Harley Davidson quit making the FXRP model motorcycle. The
only drawback to the Kawasaki is its trade -in value after 50,000 miles, when compared to the
Harley Davidson and BMW. We can reconsider the Harley Davidson when they offer a
motorcycle that passes the minimum standards and is designed in such a manner that lends itself
to better police enforcement capabilities. The BMW appears to be an excellent future option
once further study on capabilities, maintenance costs and resale value are documented.
I have prepared a list of known local Kawasaki dealerships that are interested in submitting a
bid.
The bid should also include any costs for switching over the radio, emergency lights and radar
equipment (if the dealer has those capabilities)
