Gilbert, Director of Public Works l DATE: September 23, 1994 (Council Meeting 10 -5 -94) SUBJECT: Consider Resolution No. 94- Authorizing the Establishment of Restricted Parking Spaces in the Public Parking Lot at the Southeast Corner of High Street and Moorpark Avenue [18 High Street] and Authorizing the Removal of Unauthorized Vehicles from Such Reserved Parking Spaces This requests adoption of a resolution restricting overnight parking in the parking lot managed by the City, located at the southeast corner of High Street and Moorpark Avenue. In February of 1993 the City Council adopted Resolution No. 93- 917 prohibiting overnight parking in the public parking lot at the southeast corner of Moorpark Avenue and High Street. The attached resolution makes no changes to those parking restriction, but adds certain additional parking restrictions as described herein. A. Authority Section 22507 of the California Vehicle Code provides for the establishment of parking restrictions on any local street. Section 22519 of said Code provides for the application of any CVC parking regulation to any publicly owned or operated parking facility. Section 22651 (n) of said Code provides for the removal of vehicles from unauthorized parking spaces. B. Police Vehicle Parking The City has recently established a Police Department Resource Center in the Moorpark Redevelopment Agency (MRA] owned building located at 18 High Street. One of the prerequisites to the efficient and effective use of that facility by police officers is the ready availability of parking spaces in the parking lot. The attached resolution authorizes the City Manager to designate, as required, w51\rPt\h1WUOc2.Yrr 00142 Police Vehicle Parking October 1994 Page 2 parking spaces which are reserved for Police vehicles. That resolution also provides for the towing of all other vehicles which may park in any such parking spaces. Staff recommends that the City Council adopt the attached resolution authorizing the establishment of Police vehicle reserved parking spaces and authorizing the towing of any other vehicles parked in any such reserved parking spaces. vp51 \rpt \highIot2.prk 00143'
