This requests adoption of a resolution restricting overnight
parking in the parking lot managed by the City, located at the
southeast corner of High Street and Moorpark Avenue.
In February of 1993 the City Council adopted Resolution No. 93-
917 prohibiting overnight parking in the public parking lot at

restriction, but adds certain additional parking restrictions as
described herein.
A. Authority
Section 22507 of the California Vehicle Code provides for the
establishment of parking restrictions on any local street.
Section 22519 of said Code provides for the application of
any CVC parking regulation to any publicly owned or operated
parking facility. Section 22651 (n) of said Code provides
for the removal of vehicles from unauthorized parking spaces.
B. Police Vehicle Parking
The City has recently established a Police Department
Resource Center in the Moorpark Redevelopment Agency (MRA]

prerequisites to the efficient and effective use of that
facility by police officers is the ready availability of
parking spaces in the parking lot. The attached resolution
