I The City Council appropriated $417,700 for site improvements at Arroyo Vista Community Park during FY 1994/95. Since the opening of the park, and specifically since the increased use of the gravel road and gravel parking lets during the current soccer season, staff has recognized a need to assuage the dust and dirt caused by vehicle traffic along this road. Staff has researched a feasible way to deter this problem. There are two methods which would work in this case. The first would be to do what's referred to as a "chip seal ". This method involves laying down two layers of penetrating oil and crushed rock. This method is similar to laying down asphalt, although it is not as permanent. It would cost approximately $14,000 and would last four to five years. The second alternative would be to put down a penetrating oil base. While this is will not last as long as the chip seal (it lasts 2 to 3 years), it is less costly (roughly $5,500.00) and is just as effective. Many rural and farm properties with gravel and dirt driveways and access roads use this method to contain the Just. Neither method will control dust from vehicle traffic completely, but both would substantially lessen the dust in the air, which impairs vision when driving on the road, and is a health hazard for those individuals playing sports at the park near the road. The penetrating oil base method would take about a week to complete. Western Oil Spreading of Santa Paula is the only company that does this type of work in the area, and upon Council action, staff will contract with Western Oil Spreading for the desired work product. Staff is 00162 recommending that the City Council redirect $5,500.00 for this road project from the previously appropriated funds for this park. Staff will work toward trimming costs on the other site improvement projects to cover this additional project at Arroyo Vista Community Park. Approve use of $5,500.00 from previously allocated (1994/95) Park Improvement Funds for oil based treatment of gravel road and parking lots at Arroyo Vista Community Park for FY 1994/95. 00163
