SUBJECT: Consider Approval of Temporary Refuse
Applications.
BACKGROUND
Collection Permit
The City currently has a non - exclusive temporary refuse collection
permit available to any refuse hauler for collection service provided on
a non - regularly scheduled basis, such as for construction, demolition,
and land clearing projects. A refuse hauler must apply for a permit
prior to providing temporary refuse collection service, and pay a fee of
$500 or for the one year permit period - October 1 through September
30.
The permit application period is August 1 through September 30. It is
only during that period that a hauler may obtain a permit. After that
time, no new permits will be issued until the next permit application
cycle. Staff presents a report to the City Council regarding permit
requests and renewals once a year, prior to the start of the permit
cycle - October 1st. The City Manager may approve permit requests that
are made after the initial Council presentation through the end of the
permit application period.
In an effort to ensure that only the franchised or permitted haulers
provide service, staff has worked with the Community Development
Department staff to develop conditions and a "Franchised Hauler Usage"
form as an attachment to the Zoning Clearance form. This attachment
lists haulers permitted for temporary refuse collection and requires the
applicant to provide hauler usage information prior to receiving a
zoning clearance. To date, one applicant has submitted the hauler usage
information.
Again, the current permit cycle ends September 30, 1994. Staff mailed
notices to the current permit holders and haulers throughout the area
informing them of the availability of temporary collection permits and
the permit requirements. To date, two of the four currently permitted
haulers (Anderson Rubbish and G.I. Rubbish) have submitted a permit
application. Another hauler, BFI, also submitted a permit application.
RECOMMENDATION
Staff recommends that the City Council approve the 199.4/95 Temporary
Refuse Collection Permit applications for Anderson Rubbish, G.I.
Rubbish, and BFI.
