Traffenstedt, Senior Planner �-r DATE: September 28, 1994 (CC Meeting of 10 -5 -94) SUBJECT: CONSIDER STATUS OF COUNTY OF VENTURA HAPPY CAMP GOLF COURSE PROJECT Discussion Supervisor Vicky Howard and County General Service Agency fGSA) staff met with City staff on September 12, 1994, to discuss the proposed Happy Camp Golf Course Project. Staff was assured that the County intended to keep the City fully informed of all aspects of the project. Staff had previously provided the City Council with a copy of the County of Ventura Is Request for Proposals for the Happy Camp Canyon Golf Course Project. Proposals were required to be submitted to the County General Services Agency by September 12, 1994, and one proposal was received from Ralph Mahan. Staff has been informed that Mr. Mahan's proposal was not strictly conforming with the County's proposal requirements, and that they are now negotiating. If agreement is reached between the County and Mr. Mahan regarding lease terms and requirements, then the County GSA will schedule a presentation before the County Parks and Harbor Commission (tentatively scheduled for October 19, 1994) followed by a hearing before the Board of Supervisors (tentatively scheduled for November 8, 1994) for consideration of a two -year lease option. If the Board approves the lease option with Mr. Mahan, he will have two years to complete an environmental impact report (EIR) and obtain approval of a conditional use permit (CUP) for the golf course project. The EIR and CUP approval process will allow the opportunity for public review and comment. As previously directed by the City Council, Mr. Mahan and Mr. Rosen have been informed that this matter is on the October 5 Council agenda. Recommendation Direct staff to prepare an updated status report for the City Council's November 2, 1994, meeting. 00220
