Request for Funding to Assist in Base Realignment and
Closure - BRAC -95 Task Force Program
DISCUSSION•
The County of Ventura's BRAC -95 Task Force has requested financial
support for their program for the retention of Port Hueneme Naval
Base and Point Mugu Naval Station from all cities and county
governments. The amount of money from each city is based on
population percentage, impact percentage, and a share per
government agency at $2,730 as shown on Exhibit "A" attached. The
goal of BRAC -95 Task Force is to accumulate approximately $150,000
from cities and county governments to help fund their programs.
They are asking for $6,230 from the City of Moorpark and will
likely request an additional $8,000 to reach their total funding
goal of $350,000. Moorpark's share would be $14,230.
Agency staff contacted Mr. Robert Conroy, a volunteer who is
assisting in coordinating the county efforts with BRAC -95 Task
Force, in order to obtain additional information regarding the
impacts of the Point Mugu and Point Hueneme facilities closure on
the City of Moorpark.
Mr. Conroy assisted BRAC -95 Task Force in gathering statistical
information about the impacts on the various communities.
Unfortunately the only information available regarding the impacts
on the City of Moorpark is that there are approximately 16,000 to
17,000 persons employed at the bases. Two percent of that number
live in a Moorpark ZIP Code Area (320 to 340 residents).
According to Mr. Conroy, these funds will be appropriated as
follows:
A. $240,000 for BRAC -95 Consultants who will work at the
federal level for the retention of the bases.

B. $110,000 for BRAC -95 lobbyists, staffing and overhead.
This overall program (BRAC -95 Task Force) is being administered
through the Defense Services Industries Executive Association and
they are a member of Ventura County Economic Development
Association.
On September 27, 1994 the Economic Development /Affordable Housing
Committee ( Councilmember Patrick Hunter and Councilmember Bernardo
Perez the "ED /AFC") received information concerning the program
that was made available to staff. The ED /AFC recommended that
staff present to the ED /AFC additional information concerning the
program at their next meeting.

Governor Wilson's appointment of Ms. Judy Ann F. Miller as Assistant to the
Governor and Director of Military Base Retention for the Governor's office of
Planning and Research.

California jabs at stake.

SACBAMEMW -- Governor Pete Wilson today announced the
appointment of Judy Ann F. Miller as Assistant to the Governor and
Director of Military Bass Retention for the Governor's office of
Planning and Research.
"I'm very pleased that Judy Ann is oining the team in our
on -goinq California military bass retention effort. our bases
viii be a major focus or the federal Bass Realignment and Closure
(BRAG) 193 process and with so many California jobs at stake, we
suet be prepared to vigorously support the continuation of our
vital military installations," said Wilson.
Hiller, 53, of Alexandria, Virginia, has most recently served
as actin assistant secretary of the Air Force for Manpower,

Reserve ffairs, Installations and Environment, a position she
hold from January, 1993 to April, 1994. She has served in several
other capacities for the United States Air Force and the Army over
eleven years, including= principal deputy assistant secretary for
the Air Force, from 1990 to 1994, and deputy assistant secretary
of the Army, from 1983 to 1994.
In addition, she worked for Contra Costa County for sixteen
and a half years, including director of the Department of Manpower
Programs Director and director of the CormUnity Service
Administration.
A Republican, Miller is a member of the National Association
of Counties and Phi Chi Theta (National Businesswomen's
Fraternity) . she was a member of the California Association for
Local Econonie Development and the vocational Counselors of
California, Contra Costa County Development Association.
Miller earned a bachelor's degree in public administration
from the University of Arizona.
This appointment is a key component of Governor Wilson's
strategy to protect California during the 1995 round of the
federal Bass Closure and Reuse Commission. Ms. Miller will work
with local community officials, state agencies and other
interested parties to coordinate a statewide effort which will
avert, to the greatest extent possible, the number of California
base closures.

Xiller will assist in the developuent of local strategies for
individual bases, convene conferences to share technical
information, meat and confer with officials of the Department of
Defense (and individual military services) regarding the status or
California bases and disseminate this information to the public.
She xill receive an annual salary of 899,936 reflecting a
five percent reduction, as directed by the Governor, from the
established salary level. This appointment does not require
Senate confirmation.
