Consider the Draft Conditions of the Proposed Roam'n
Relics Car Show, on High Street, October 30, 1994
Staff has been working with the Roam'n Relics Car Club ( "Club ") to
plan for a special event car show, on High Street, October 30,
1994. The following report advises the Council of the status of
the event, and presents draft permit conditions for the Council's
information.

On January 14, 1994, staff was approached by the Club with a
proposal to hold the Car Show event on High Street. The use of
High Street for the car show requires traffic control and road
closures similar to the annual Country Days event.
It is estimated that between 3,000 and 4,000 people will attend
this year and the Club hopes that it will become an annual event.
The Club's letter requesting City consideration of the event of
January 20, is presented in Attachment "A."
The Roam'n Relics Car Club has sponsored a car show each fall for
the past several years at Royal High School in Simi Valley, and
also once at the lower fields of the Casey Road high school site.
Over 400 cars have participated attracting between 2,500 and 3,500
spectators. The event is a combination fund raiser for local non-
profit organizations which receive a percentage of the tickets sold
( "raffle" tickets) and to raise money for the Club. In addition to
the donations received for the "raffle ", tickets will be sold for
spectator parking, and spaces will be rented to vendors proposed to
be located in the North Metro Link lot.
The car show will consist of persons showing their cars between
9:00 A.M. and 3:00 P.M., vendors selling automotive related items,
(no food or beverages), exhibits such as model planes, a "poker
run" for participants, and an awards ceremony for the best cars.
A "poker run" is where approximately ten percent of the
participants leave the staging area and travel to predesignated
points in town to collect "cards" and return to the event to see
which person collected the best "hand." A proposed agenda is
provided in Attachment "B."
On February 15, 1994, staff responded to the Club's original

inquiry with preliminary requirements, ( "Attachment "C"). In this
letter, it was expressed by staff that perhaps only two police
officers would be needed in an attempt to reduce the cost, (no
security was needed provided for their past events). The Club
moved forward and solicited input from all businesses on High
Street. Business owner input resulted in a plan to avoid
disruption of business activity on High Street, west of Walnut
Avenue.
On April 26, 1994, the Club met with the City's Economic
Development /Affordable Housing Committee, (Mayor Pro -Tem Hunter and
Councilmember Perez). The Club requested that the City consider
waiving fees, (Attachment "D "). It was determined by the Committee
that perhaps staff time could be waived, but the City would require
reimbursement for all police costs during the event. It was also
recommended that every effort be made to assure that businesses
stay open during the event, in order to measure if the event
improved their normal activity for the day.
Between April and August, 1994, the Club has been working to
finalize the details. This includes being able to use the lower
fields at the old high school for parking, and finalizing details
with local businesses.
Discussion
Staff has met twice with the Club in the past three weeks to
finalize details and prepare the draft conditions prepared by the
Police Department provided in Attachment "D." These conditions are
very detailed describing the exact locations of signs and detours
for the traffic. Other departments have not yet prepared
conditions for the event, but it is anticipated that these will
follow the guidelines of other past events on High Street,
including indemnification and insurance requirements. In summary,
the following will highlight the City's current conditions:
1. Security will be provided both by two City Police
officers and Club volunteers - police will patrol the
event, and volunteers will be stationed at strategic
locations including street closures and at the railroad
tracks;
2. Two additional police officers will be provided for
traffic control for participants and spectators;
3. No use of or impairment to state highways is proposed;
4. Whitakers Hardware is the business which is the most
effected by this event, and traffic control behind the
store from Bard Street is designed to provide for
customer parking, and signs will be placed on Charles
indicating that access to Whitakers is available;

5. All property owners have been notified by the Club
including residents on High Street, Magnolia Street and
Bard Street, and ingress and egress from their homes will
be provided as needed if blocked by the event;
6. A small portion of the South Metro Link parking lot will
be used for "VIP" parking, and be predesignated prior to
the day of the event, (spectators will not be encouraged
to park here);
7. The North Metro Link Lot will be used for vendors and
displays, and all Moorpark business related to
automobiles which are registered with the City will be
contacted;
8. The Club has asked to use City Public Works signs to save
the expense of renting them, and the Public Works
Department can make them available if a deposit is left
to repair or replace damaged or stolen signs, (barricades
are being obtained from a different source);
9. All public safety agencies have been invited to show
their vehicles at the event;
10. At the awards ceremony, it proposed that a "Mayor's"
trophy be presented (if the Mayor approves).
A map is provided as the last page of the conditions, in an attempt
to describe the complex nature of this project.
Staff has spent close to 23 hours ($1,794) and the Moorpark Police
Department has spent eight hours ($600) working with the Club this
first year to be sure that all public safety and other impacts have
been anticipated and mitigated. Because of the number of hours
spent on the project, staff is not recommending any additional fee
waivers or cost reductions, and is asking that the time already
spent by the Police Department be included in the permit fee. The
City is currently an informal active co- sponsor contributing
$1,794.
The two additional police patrol for security adds $560 to the
original proposed cost of the event, and by including police time
already spent on the event, adds another $600. In June, the cost
was estimated to be $1,100, and now the cost estimate has doubled
to $2,260. The Club, having learned of the additional requirements
last week, is looking for ways to offset this cost, such as
increased charges for parking and vendor rentals. The Club has
also asked that the police services be charged at the contract rate
rather than the overhead - inclusive rate adopted by Council in
Resolution 94 -1049.

Unless amended by the Council, the permit conditions presented
above will be applied. The Economic Development /Affordable Housing
Committee and staff recommend the contribution of currently
expended staff time ($1,794) to the event and the application of
police contract rate, since this event benefits High Street
economic development efforts.
The City Council is asked to consider the draft permit conditions,
the waiver of fees request, the use of City traffic signs, and to
direct staff as deemed appropriate.

The Roam'n Relics Car Club is interested in holding our 1994 Car Show,
tentatively scheduled Sunday, October 30, 1994, on High Street in Moorpark.
The Roam'n Relics Car Club is a non- profit organization that supports Ventura
County charities. Our sole source of funds are generated from our annual car
show. Our 1993 charitable contribution totaled approximately $3,000.00.
This events main feature is a static display of approximately 300 pre -1973
show quality automobiles. We expect to attract a large number of spectators
to this event.
The High Street location appears to be a natural for our car show because of
its location, outstanding selection of merchants and restaurants, and shady
tree -lined street
During this event our club would like to block off High Street between Spring
Road and Walnut Street, during the hours of 7 am to approximately 3 pm, to
facilitate parking for the show cars. Spectators will then be free to safely
admire the show cars, patronize the various establishments, and participate
in other event activities.

We have tentatively arranged for a Ventura County Sheriff's D. A. R. E. officer
and vehicle to be present. Pruner Ambulance Service has agreed to have an
ambulance, E. M. T's and their Robotic car. We are also looking into the
possibility of a Metro Link car being displayed and the presence of the local
fire department.
We are proposing the use of some of the city owned vacant lots on High Street
and the Metro Link station parking facilities.
We would also like to invite Mayor Smith to present the Mayor's Choice Award
and other city officials to participate.
Tentatively we are planning to feature a Poker Run, drawing for prizes, a
haunted house and a couple of car dealerships to display new cars. Our club
will be providing security during the event.

Dear Buster:
Staff has discussed the Club's car show proposal on High Street,
and is requesting additional approval from business owners and /or
property owners. The following will summarize the City's concern
at this time, and present an estimate of the cost for police.
The Club moved the event east on High Street and did not provide
approvals for the businesses impacted by the move. Several of the
businesses located on High Street between Magnolia Street and
Spring Road are open on Sundays, and the City requires their
approval before moving ahead with the project.
The City will also require that the road closure on Magnolia Street
be moved from High Street to Charles Street during the opening of
the event between 7:00 A.M. and 10:30 A.M. to allow cars to "stack"
on Magnolia Street rather than on Charles Street during
registration. Closure of Magnolia Street therefore, will also
require the approval of the property owners (which I believe to be
one additional approval). After all cars have returned from the
"Poker- Run ", the barricades can be moved to the intersection of
High Street and Magnolia Street.
If the Club can provide sufficient support for the security, two
officers will be the City's requirement. The uniformed police will
"float" the event, while Club security is stationed at all road
closures, and at the railroad tracks.
In an attempt to reduce the cost for police, the City will
coordinate a staggered shift of two officers. Both officers will
be needed to coordinate traffic during registration, but one can
arrive at 9:00 A.M., while one will be required at the initiation
of road closures, (or 7:00 A.M.). Assuming that they can leave
when the streets are re- opened, the officers will work until 3:30
P.M., or a total of 15 hours at a cost of $70 per hour, or an
estimated cost of $1,050. This cost may be negotiated with the
City, depending upon whether or not the City sponsors the event.

Our car club is looking forward to having our annual car show on High Street on Sunday. October
30, 1994. Club representatives have been working diligently with the local merchants and
Administrative Services Manager, Don Reynolds, to make this a smooth - running, successful
event.
Our club is a non - profit organization that contributes all proceeds from our annual car show,
after expenses, to various charitable organizations. During prior shows we have charged
spectators a small entry fee to help defray expenses. We have elected not to charge spectators
during the High Street show and must keep our operating expenses to a minimum to make up this
deficit.
In an effort to reduce our operating expenses, we are requesting the City of Moorpark to
consider sponsoring our car show and help us reduce costs in the following areas:
• Allow our club to pay the 'contract price" for the two police officers
required at our event.
• Waive the requirement that our club reimburse the City of Moorpark for Don
Reynold's time spent relative to our car show.
We anticipate attracting a large number of spectators to our car show, potentially generating a
tremendous amount of business for the local merchants who have been very supportive of our
upcoming event. If successful, we hope to make High Street the site of our future annual Roam'n
Relics Car show.

MEMORANDUM

SUBJECT: 1994 Roam'n Relics Car Show Permit Conditions
In response to the request from the Roam'n Relics Car Club for a permit to hold a car show on
Sunday, October 30, 1994, the following police conditions are recommended:
Police Department personnel on -scene will have the overall responsibility of ensuring the
public safety and as such will have the authority to terminate this activity if they
determine it to be a hazard to the public
2. All costs for additional law enforcement personnel and other city staff that may be
necessary to maintain order and/or public safety shall be the responsibility of the
applicant.
3. The applicant is responsible for establishing an agreement with the Moorpark Unified
School District regarding access to and parking of spectator vehicles upon District
property at the old high school via the access gate at the west end of High Street.
4. Applicant will provide a certificate of insurance to the City of Moorpark naming the City
as additional insured and indemnifying the City in form acceptable to the City. The City
and the police department shall not be responsible for any damage to vehicles and
property owned by event staff, participants and spectators.
The car show is scheduled for October 30. 1994 and will start no earlier than 6:00 A.M.
and end no later than 5'.00 P.M.
6. All barricades, cones, and detour signs used for this event shall be rented by the applicant
and it shall be their responsibility to ensure that the barricades, cones, and detour signs
have been delivered and put into place by 7 00 A.M. The applicant shall also be
responsible for removing all barricades, cones, and detour signs no later than 5:00 P.M

7. Signs prohibiting parking shall conform to the following rules and shall be placed at the
following locations by 5:00 P.M. on Thursday, October 27, 1994. These signs shall state
"Special Event - Temporary No Parking -Tow Away Zone. Sunday, October 30, 1994.
1:00 A.M. to 5:00 P.M." These signs shall be mounted on "A- frame" style barricades and
shall be placed every 75 feet against the appropriate curb sides on the following streets:
a. South side of Charles Street, between Magnolia Street and Spring Road
b. Both sides of Magnolia Street, between Charles Street and High Street
C. Both sides of Bard Street, between Charles Street and High Street
d. Both sides of High Street, between Spring Road and Walnut Street
e. The entrance to the north Metrolink/Amtrak parking lot from High Street
f. Two locations within the north Metrolink/Amtrak parking lot
g. Both sides of High Street between Moorpark Avenue and the west
terminus, at the entrance to the old high school lower fields
8. The following signs shall be placed at specified locations to provide adequate
information to both spectators and motorists regarding the traffic changes caused by the
event:
a. "Road Closed - Detour" with arrow directing eastbound High Street
motorists to turn north on Walnut Street.
b. "Right Turn Only" sign directing southbound Walnut Street motorists to
turn west on High Street.
C. "Road Closed" on Bard Street at Charles Street
d. "Road Closed -Event Participant Vehicles Only" on Magnolia Street at
Charles Street.
e. "Road Closed- Detour" with arrows directing westbound Los Angeles
Avenue motorists to turn north or southbound on Spring Road to avoid the
closed High Street.
f. "Detour" and "Event Entrance "signs with arrows directing northbound
Spring Road motorists to turn west on Charles Street.
g. "Car Show Spectator Parking" signs with arrows directing motorists on
both southbound and northbound Moorpark Avenue to turn west on High
Street towards the old high school lower fields for parking.
h. "Eastbound High Street Closed" signs placed on both directions of
Moorpark Avenue, approximately one block north and south of the
intersection of High Street, advising motorists to avoid turning onto High
Street.
i. "Stop Ahead" sign on eastbound Charles Street at Bard Street, advising
motorists of upcoming stop sign at Magnolia Street. This sign will be
taken down upon the return of the Poker Run vehicles to the event site.
j. "Stop" sign on eastbound Charles Street at Magnolia Street. This sign will
be taken down upon the return of the Poker Run vehicles to the event site.
k. "Spectator Parking" with arrow directing westbound Charles Street traffic
to turn south on Moorpark Avenue

1. "Detour" sign with arrows directing northbound Walnut Street traffic to
turn either direction on Charles Street.
M. "High Street Closed Ahead" warning sign on westbound Los Angeles
Avenue approximately 1/4 mile east of Spring Road.
n. "Amtrak Parking" with arrow signs (2) directing motorists from both
directions on Moorpark Avenue that they can use the south Metrolink
parking lot from Moorpark Avenue.
9. Barricades and traffic cones shall be placed in the following locations to direct motorists
to appropriate open lanes or to close specified lanes of traffic or roadways:
a. Cones shall be used to close off the left turn pocket of northbound Spring
Road to westbound High Street. Traffic will only be able to continue
north on Spring Road or turn right to eastbound Los Angeles Avenue.
b. Cones shall be used to close off the straight through lane of westbound
Los Angeles Avenue as it crosses Spring Road into High Street. Traffic
will only be able to turn right to northbound Spring Road or turn left to
southbound Spring Road.
C. Cones shall be placed at the edge of the driveways leaving the Tipsy Fox
and Domino's Pizza parking lots onto High Street. These cones shall be
placed to ensure that motorists do not enter onto High Street from these
off - street parking lots
d. Cones may be placed to block off the east half of the south Metrolink
parking lot for event staff and vendor parking as needed by the applicant.
Vehicles parked at this location prior to the start of this event shall not be
subject to tow or citation.
e. Barricades shall be placed across High Street along the west curbside of
Spring Road, preventing motorists from entering High Street from Los
Angeles Avenue and Spring Road. No vehicles will be allowed to enter
High Street through this intersection.
f Barricades shall be placed across Magnolia Street along the south curbside
of Charles Street to prevent through traffic from entering Magnolia Street.
These barricades shall be moved by applicant staff in order to facilitate the
entry of participant vehicles into the event.
g. Barricades shall be placed across Bard Street along the south curbside of
Charles Street to prevent through traffic from entering Bard Street. Event
staff stationed at this position will allow event staff vehicles entry at the
discretion of the applicant
h. Barricades shall be placed across High Street along the east curbside of
Walnut Street to prevent traffic from entering High Street. Event staff
stationed at this position shall open the barricades for event participants
who are leaving the car show and for Poker Run vehicles leaving the event
site
10. All event participants shall be required to enter the event area via Magnolia Street at
Charles Street. Event staff shall be staged at the barricades on Magnolia Street /Charles

Street to allow participants to enter onto Magnolia for check -in. Event staff shall conduct
no registration or check in procedures on Charles Street and will ensure that participants
are moved expeditiously onto Magnolia Street. Event staff shall be responsible for
ensuring that eastbound Charles Street motorists are allowed to continue east from the
temporary stop sign at Magnolia Street.
11. Event participants who will leave the event to take part in the Poker Run shall be advised
by Event staff that they are required to obey all traffic laws as they leave the event
westbound on High Street at Walnut Street. They are not allowed to conduct a parade
nor can any vehicles caravan to the Poker Run locations. All Poker Run motorists are
subject to citation if they violate any traffic laws.
12. No alcoholic beverages can be consumed upon any street, sidewalk, highway, or public
place within the area of this encroachment permit as stated in Section 9.20.010 of the
Moorpark Municipal Code.
13. The applicant shall be responsible for providing security and barricade monitors at
specified locations. The event personnel shall wear clothing or identification that
identifies them as event staff. Event staff shall remain at these positions from the start of
the event until the conclusion. The locations are
a. High Street at Walnut Street

b. High Street at Spring Road
Two staff personnel at barricades.
No vehicles allowed to enter onto High Street from either Spring Road or
Los Angeles Avenue. No vehicles allowed to enter High .Street from the
parking lots for the "Tipsy 1'Ox and Dominos Pizza.
C. Magnolia Street at Charles Street
7ivo staff personnel at barricades.
This is the entrance for all event participants. Event staff will assist the
deputy to ensure that vehicles are moved safely onto Magnolia Street for
registration. Once all participant vehicles and Poker Run vehicles have
entered into the event .site, the staff will remain at these barricades until
the conclusion of the event.
d. Bard Street at Charles Street
Two staff personnel at the barricades.
Only event staff vehicles are allowed into this location.
Railroad track crossing between the two Metrolink/Amtrak parking lots
I wo staff personnel at the train station /tracks.
Walch for oncoming trains from both directions. Advise pedestrians,
crossing the tracks from both directions, to remain clear of the tracks
when trains are approaching.

Direct spectators to the parking lot at the old high school. Allow special
vehicles, vendors, and Amtrak customers access to this parking lot.
g. Entrance to the old high school at the west end of High Street
Minimum of four staff personnel.
Direct spectators to parking lot. Ensure smooth flow of traffic within the
parking area. Event staff will be collecting a fee for parking on this site.
14. The applicant shall be responsible for the police costs, as determined by the City of
Moorpark, for the following special assignments:
a. One deputy, on overtime, shall work from 6:00 AM to 12:00 Noon. This
deputy will sweep the no parking -tow away zones in order to identify and
tow vehicles that are parked in violation of the signs. He will then move
to the intersection of Spring Road and Charles Street to assist event
participants towards the event entrance. At approximately 9:00 AM, he
will move to Moorpark Avenue and West High Street to direct/assist event
spectators towards the parking lot at the old high school. He shall monitor
the traffic on Moorpark Avenue, taking necessary steps to continue its
smooth flow.
b. One deputy, on overtime, shall work from 7:00 AM to the closing of the
event at approximately 4:00 PM. He shall maintain traffic control on
Charles Street at Magnolia Street as event participants enter into the
staging/event area. After the Poker Run participants have returned to the
event area, via this entrance, this deputy shall move to Moorpark Avenue
and West High Street to assist the first deputy with traffic control. When
the first deputy has gone out of service at approximately 12:00 Noon, this
deputy shall monitor traffic conditions for the remainder of the event until
its conclusion. He shall ensure that, at the closing of the event, all
barricades, signs, and cones have been removed from their locations by
event staff and that all streets are open to regular traffic.
C. Two deputies, on overtime, shall work as site security during the peak
hours of the event, from 11 00 AM until 3:00 PM.
15. The applicant shall be responsible for the placement of a minimum of eight portable
toilets throughout the event location, including the spectator parking lot. The applicant
shall also be responsible for the placement of trash receptacles as deemed appropriate by
the City.
16. The applicant shall be responsible for the towing costs for vehicles which have been
towed due to an error in the placement of signs or because of directions given by
applicant personnel that were given in error to the owners of such vehicles.
17. The applicant shall provide one of their portable radios for the use of the deputies. This
will be used in case the applicant staff need to advise the deputies of a situation where

deputy assistance is required. The deputies assigned as site security shall carry this radio.
18. A violation of any of the listed conditions will constitute the termination of the event.
The deputy assigned will monitor the event to ensure that all law enforcement conditions
are met. If, in the opinion of the assigned deputy, a condition is not met, a police
supervisor will have the authority to interpret any of the listed conditions and take action
to seek compliance or stop the event.
