SUBJECT: Consider Adoption of Resolution 93'-9// Approving
the City's Multihazard Functional Plan
Summary
For the past several years, the City has been working with the
assistance of the State Office of Emergency Services (OES) to
develop a Moorpark Multihazard Functional Plan. The Plan has been
completed and has received a recommendation for approval by OES
staff. Council is being requested to adopt Resolution 93-M
approving the Plan for formal submittal to the State.
Background
In 1989, Council adopted Ordinance No. 89-106 and Resolution 89-537
which established an accredited Emergency Council for the
preparation and carrying out of the City's Multihazard Functional
Plan (Emergency Response Plan) . In establishing an accredited
Emergency Council, the City committed itself to submitting a
Multihazard Plan to the State for formal approval. The Plan is
required to meet numerous requirements.
The City's original Emergency Council was comprised of residents,
City staff and representatives from key public and non profit
agencies in Moorpark, i.e. , MUSD, Red Cross, Ventura Council
Sheriffs and Ventura Council Fire District. The Emergency Council
was responsible for drafting the City's Multihazard Functional Plan
which was then reviewed by the City Council . In 1990 , the first
draft of the Plan was sent to the State Office of Emergency
Services (OES) for comment. The Plan has since been revised
several times, based on comments from the State, and is now ready
for final submittal.

Prior to the May 19 meeting, a complete copy of the City's
Multihazard Functional Plan was made available for Council's
review. The City's Plan addresses Moorpark's planned response to
emergency situations associated with natural disasters,
technological incidents and nuclear defense operations. The
operational concepts reflected in the Plan focus on potential
large-scale disasters which can generate unique situations
requiring unusual responses.
Part One of the Plan provides operational concepts relating to the
various emergency situations, identifies components of the Local
Emergency Management Organization for protecting life and property
and assuring the overall well-being of the population. The Plan
also identifies the sources of outside support which might be
provided (through mutual aid and specific statutory authorities) by
other jurisdictions and the private sector.
The situations outlined in the Plan are major earthquakes,
hazardous material incidents, flooding, dam failures, nuclear
defense emergencies, wildfires, transportation incidents, and
landslides.
Part Two of the Plan consists of annexes which describe the
emergency response organization. Policies and procedures are
identified and responsibilities are assigned to ensure the
effective management of emergency operations. Part Two also
provides information on the dissemination of emergency public
information, emergency communications, alerting and warning
procedures, and damage assessment and reporting.
Part Three of the Plan contains operational data such as listings
of resources, key personnel, essential facilities, contacts and
other data needed for conducting emergency operations.
Upon Council's adoption of proposed Resolution 93_, approving the
City's Multihazard Functional Plan, the Plan will be forwarded to
the State for formal approval by the Director of the Office of
Emergency Services. Formal training classes will be offered for
interested residents having to do with first aid, hazard analysis,
incident command and crowd control . Since the City has a very
limited number of staff, trained volunteer assistance is critical.
With the approval of the City's Plan by the State OES, the purpose
and composition of the City's Emergency Council will change. The
Council will be comprised of Moorpark volunteers who, with
training, will assist City staff with implementing the Plan in the
event of an emergency.

In addition to the completion of the Plan, staff has scheduled an
orientation and training session for May 25 for all management
employees. Following the training session, on July 13 , the City
will hold a tabletop exercise that will help identify the roles and
responsibilities of each key staff member. The exercise will also
help in the development of a "Standard Operating Procedures" manual
to assist departments with carrying out their responsibilities in
the event of an emergency.
Staff is also in the process of identifying equipment and supplies
for use in response to an emergency for Council's consideration
during the 1993/94 budget discussions. The equipment and supplies
would include an emergency generator, water and food supplies,
communications equipment, flashlights, and medical supplies.
Recommendation
Staff recommends that Council adopt Resolution 93 , approving the
City's Multihazard Functional Plan.
