AGENDA REPORT
CITY OF MOORPARK By
TO: The Honorable City Council
FROM: Jaime R. Aguilera, Director of Community Developmenov-----
Kathleen Mallory Phipps, Associate Planner Ite'h.I°
DATE: May 12, 1993 (CC Meeting of May 19, 1993)
SUBJECT: DP-980, MINOR MODIFICATION NO. 7 (CARLSON COMPANY)
TOWN CENTER SIGN PROGRAM
BACKGROUND
Since December of 1992, staff has been working with representatives from the Carlson
Company, a property management company for the Town Center (Hughes Center) to
modify the Center's sign criteria so that existing signage for the Coffee Grinder and
Fantastic Sam's would not be in violation of the center's sign criteria. Another reason
the Carlson Company wishes to revise the Sign Criteria for the Center is because Hughes
wishes to change their logo (on the front of their wall) from red to blue, which is the new
corporate logo. The Coffee Grinder Monument Sign (facing Los Angeles Avenue) was
installed without City sign permits. The Coffee Grinder sign will have to be removed
since it does not meet the proposed criteria. If the Coffee Grinder wishes to install a
permitted Monument Sign it will have to comply with this more architecturally pleasing
criteria.
The purpose of this staff report is to apprise the Council of the Carlson Company's
revised Sign Criteria for the Town Center, which includes the proposed installation of
three (3) Monument Signs, one (1) Pylon Sign, allowance of red, blue and bronze sign
as well as the allowance for Trademark and Logo signs within the Center. Staff has
determined that this proposed Sign Program is compatible with the Ventura Pacific Sign
Program and the proposed sign ordinance currently under review by the Planning
Commission as well as the existing sign ordinance.

DISCUSSION
The proposed sign criteria for the Town Center, attached, has been modified to allow
Trademark and Logo signs within the Center. The need for the modification arose due
to the increasing desire for company's with Trademark and Logo signs to locate within
the Center. The previous sign criteria allowed only bronze signs, and did not make color
allowances for Trademark or Logo signs. The proposed Sign Criteria also allows under
canopy signs, though none are presently installed.
The attached exhibits are an indication of the type of signage requested by the Carlson
Company. However, a sign permit application will be required for each Monument Sign
prior to installation. Staff review of the sign in the form of a sign permit request will
enable staff to make architectural modifications to the design of the signs as well as
confirm compliance with required site distance requirements.
Monument Signs
The proposed sign criteria allows three (3) Monument Signs, see the attached plot plan,
Exhibit F. One Monument Sign is proposed for the Coffee Grinder parcel
(see Exhibit C), an additional Monument Sign is proposed for the Clothestime parcel(see
Exhibit D, both of these Monument Signs will be located on Los Angeles Avenue. The
last Monument Sign will be located on Moorpark Avenue and will advertise Hughes and
Thrifty's (see Exhibit 8), and will serve as a center identification sign. All of the
Monument Signs may be no more than five (5) feet in height and a total of fifteen (15)
square feet in sign area. On each Monument Sign a maximum of two tenants may be
displayed with twelve (12) inch tenant sign lettering.
Pylon Sign
The Carlson Company has requested conceptual approval of a Pylon Sign to be located
on Los Angeles Avenue. The Pylon Sign is proposed to advertise Hughes and Thrifty's.
The proposed Pylon Sign is twenty-four(24) feet in height and ten (10) feet in width. The
Director is not approving the Carlson Company's request for a Pylon Sign based upon
the following: The proposed revision to the Sign Criteria conceptually approves the
installation of three (3) Monument Signs - two (2) Monument Signs on Los Angeles
Avenue and one (1) Monument Sign on Moorpark Avenue. The Monument Sign on
Moorpark Avenue is proposed to exclusively advertise Hughes and Thrifty's. Further, the
erection of the Pylon Sign, in addition to the Monument Signs will result in visual clutter.
Further, the Center is will established and has been successful without additional

signage. Lastly, the proposed Sign Criteria allows wall signs of seventy-two (72) inches
in height for major tenants, Hughes and Thrifty's, which is sufficient wall signage to be
seen from Los Angeles Avenue.
Circulation
To facilitate ingress and egress for the center, staff will be requiring that the Carlson
Company re-stripe, with arrows (and, if necessary, curb realignment) the southerly
driveway on Moorpark Avenue. The driveway shall be re-stripped to indicate three drive
lanes; re-stripping would allow left and right turn egress from two separate lanes onto
Moorpark Avenue. The requirement for re-stripping will be required to be satisfied prior
to approval of the first Zone Clearance for any sign in the Center.
Sidewalk Pathway
A water dispenser has been installed within the walkway in front of Hughes Market
without a permit. The water dispenser is an illegal use and encroaches into the
pedestrian walkway. Therefore, a condition of approval of the proposed Sign Criteria will
be to remove the water dispenser so that the pedestrian walkway is not obstructed.
Summary
Staff has reviewed the initial conditions of approval for DP-980 and has determined that
granting of this modification will not be in conflict with the initial conditions of approval
or any subsequent conditions of approval established as a result of previous Minor
Modifications to Development Permit No. 980.
The Director of Community Development has reviewed the proposed Minor Modification
request and intends to conditionally approve the proposed modification to the sign
criteria. The Director conditionally approved this permit request of May 12, 1993, the
appeal period will end on May 27, 1993. If no appeal is made, the Director's decision will
stand. Pursuant to Resolution No. 88-523, the Director has the authority to approve Minor

Modifications. This matter is being presented to the Council as a courtesy. Should the
Council or any interested party wish to appeal the Director's decision, the next available
public hearing date would be June 16, 1993.
