P--- Services •.1 SUBJECT: Consider Use of Donation to Expand Services for the Senior Survival Mobile The following report recommends use of the $1,000 donation received December 15, 1993, from the Moorpark Acti.ve Seniors Inc., to the Senior Survival Mobile program. Background For the past several years, the City has contributed funds to the County of Ventura Public Social Services Agency, ( "PSSA "), to provide Moorpark seniors with transportation to and from medical appointments. In the past, this contribution has been $900, and was increased this fiscal year to $1,000. The increased in appropriation is based on last year's expenses which totaled $925.60. During 1992/93, the program provided Moorpark citizens 36 rides for 23 passengers, traveling 1,254 miles over a period of 73.25 hours. Monthly averages for 1992/93 equal; 2 passengers per month, 3 rides per month, 104 miles each at 6 hours per month. A ride to and from a location is counted as two rides. The program will currently transport a passenger to and from once per month, to any medical facility in the area including some located in Los Angeles County. Current Status After six months of the fiscal year, the program has spent $495.22, providing 14 passengers with a total of 24 rides. There appears to be no trend (growth or decline since July, 1993) in service this fiscal year; December was the second busiest month to September, but in October, only one passenger received a ride. But overall, use of the program is growing, and current projections indicate that the program will use all of the City's current appropriation. Discussion Staff contacted the President of the Moorpark Active Seniors, Inc., to discuss their preferred use of the donation. Expanded service is their priority, with perhaps some outreach. Because the Active Seniors operate on a calendar year budget, they prefer that the funds be split between the City and County's fiscal years, providing $500 until June 30, 1994, and using the second portion between July and December 1994.. A request for proposal was sent to PSSA describing the preferred use of the donation, and a response was received January 6, 1994, (attached). In the request for a proposal, staff requested that the one ride per month policy be expanded. Seniors needing transportation, often experience this need as a result of leaving hospital care where follow -up therapy or doctor visits are required. One ride per month limits a person's ability to use the service to meet these needs. In the PSSA proposal, paragraphs one and two describe additional outreach at no cost, and paragraph three states that more than ride per month can be made available to Moorpark seniors. This response received approval from the Active Seniors, and staff is proposing that the program be expanded as described by PSSA, for the calendar year 1994. Recommendation That the City Council appropriate an additional $500 to the Senior Survival Mobile program, (account 01.117.641), on behalf of the Moorpark Active Seniors, Inc., to be used as described by PSSA in the attached proposal, and appropriate the remaining $500 for use during the first two quarters of next fiscal year as part of the Council's 1994/95 budget action. Isom, Director The Senior Survivalmobile is pleased to accept the $1000 donation from a local senior club. We understand the donation will be split in two amounts, the first $500 for fiscal year 1993 -94 and the remaining $500 towards fiscal year 1994 -95. Current expenditures, without any additional outreach, would amount to approximately $945 for this fiscal year. We plan to do the following in order to enhance Moo--park's use of the Survivalmobile; 1. Place flyers at the Moorpark Senior Center, at no cost, which explains and advert ices the availability and use of the Survivamobile. 2. The County will send nc-,,ices, at no cost, to all persons known to the Survivalmobile services in the Moorpark area inviting those who us(- t:he program to call for rides. Also in this letter, .ae will encourage participants to share this informati n w:it:i their acquaintances as appropriate. 3. The Survivalmobile wi.l allow more than one ride per person, per month for the Moorpark residents. We have been practicing this )olicy when any emergency doctor visit would require a 4- ollow -up visit in a given month. Additional rides may be required of chemotherapy patients or post- surgery check ips. 4. The Survivalmobile his also maximized use of city contributions on the c.Lspatcher cost. The Dispatcher's half -time salary is spread proportionately among each city. During the hou,s she is not in the office, an answering machine takf- -nessages which are returned the next business day. With the four items outlined above, we believe that the Survivalmobile Program in Moorpark will be maximized with this generous, unanticipated donation.
