SUBJECT: Consider Award of Contract for Landscape Architect Services for Home Acres Buffer
Zone.
OVERVIEW
This presents a summary of the bids received for the subject project and recommends award of a
contract for said services.
DISCUSSION
A. Background
The purpose of this project is to design and improve the approximately 1 1/2 acre site located
at the west end of Tract 4341, adjacent to the Home Acres community.
B. Fiscal Impact
1. Budget and Funding Sources: Through a joint powers agreement between the County
of Ventura and the City of Moorpark, the City established an assessment district in 1992.
The purpose of this assessment would be to design, construct and maintain the Buffer Zone
(identified in Exhibit A). At the end of FY 94/95, there will be approximately $60,000.00 in
this fund to be used for landscape design and construction costs.
2. Cost Estimates: The following is an estimate of the total project costs:
Landscape Design (See Exhibit B for Scope of Work) $5,400.00
Construction $44,600.00
Inspection $2,000.00
Survey Work $2,000.00
Contingency (10% +/-) $6,000.00
TOTAL $60,000.00
C. Bid Summary
On January 22, 1994, four bids were received, opened and tabulated. A summary comparison
of the bids received is attached as Exhibit C. The Request for Proposal indicates that the
landscape architect will be responsible for conceptual and final design, and plans and
specifications. (See Exhibit B). The City will provide plan checking and survey work as
needed by City Engineer, Building and Safety, and the City's Landscape Architect.
D. Confirmation of Bid
The lowest proposal is from Lawrence R. Moss & Associates, of Glendale. This bidder is
experienced in the landscape design work that this project requires. Inquiries made to
previous employers have been favorable. The Bidder confirmed the prices bid to be accurate
and has stated interest in proceeding with the project.
E. Schedule
Staff is prepared to meet with the architectural team for a preliminary meeting on Tuesday,
February 8, and will be developing a time line for the buffer zone at that meeting.
RECOMMENDATION
Award bid to Lawrence R. Moss & Associates for $5400.00 to provide conceptual design, final draft
design, and construction documents for Home Acres Buffer Zone.

SCOPE OF WORK
A. General: The City of Moorpark requests proposals from
qualified firms to provide landscape architectural services to
the City for the preparation of a design for the construction
and improvements to Home Acres Buffer Zone. Architects
are encouraged to propose design alternatives.
B. The consultants will work with City Staff, the local
neighborhood groups, the Parks and Recreation
Commission, and the City Council for a complete
understanding of the project. Christine Adams, Director of
Community Services, will be the direct contact for the
consultant chosen.
C. Zone Improvements: The Proposal shall fully address
the design requirements set forth as follows:
1) Grading and Drainage Plan
2) All Necessary Survey/Staking and Topography Work
3) Fine Grading Plan
4) All Necessary Soils Testing
5) Miscellaneous Hardscapes and Other Amenities: The
design shall include a design for an access road from the
Home Acres property to the City of Moorpark, and other
appropriate improvements and amenities, such as turf
blocks and trail barriers, as needed.
6) Pedestrian Safety and Security Lighting: The design shall
include provisions for adequate, low level pedestrian safety
lighting and security lighting where required.
7) Soil Preparation: The landscape design should include all
soils testing necessary to prepare a design for a soils
amendment program for the entire zone.
8) Erosion Control Plan: The landscape design should
include adequate provision erosion control during the
construction of the buffer zone.

9) Landscaping: The landscape design should provide for a
pleasing mix of plant materials compatible with the area,
climate, and soil conditions. An effort should be made to
stress plant species which are drought tolerant. The plant
materials selected should demonstrate an effort to
incorporate water conservation measures. The Proposal
shall include a discussion of the approach to be taken in
determining the type of turf grass seed to be used.
10) Trees: The landscape design should include ample
provisions for the planting of a variety of species of trees
suitable for the areas and uses intended. BE ADVISED
THAT THE FINAL DESIGN PLANS MAY STATE THAT THE
TREES WILL BE PROVIDED BY THE CITY. All construction
cost estimates developed by the Consultant shall include a
possible construction cost deduct alternate for this
possibility. A seed mix of bermuda and rye is preferable.
11) Irrigation System: The design for the irrigation systems
shall demonstrate an effort to incorporate low water usage
devices, equipment, materials, and techniques. All
irrigation systems shall be equipped with automatic
controllers. The automatic irrigation control systems shall
be equipped with electrical harnesses enabling the remote
operation of valve controls with devices now in use on other
city facilities. The system should use a main line for
drinking fountain (s) and hose bib (s).
12) Control Facilities Plan: The design shall include a plan for
the location of all irrigation and lighting control facilities, as
well as provide security for controls.
14) Field Certifications: The service to be provided by the
Architect shall include field certification of all equipment and
materials place by the Construction contractor.

15) Maintenance Phase: The landscape design should include
a requirement that the construction contractor maintain all
improvements for an adequate and suitable period of time
after completion and acceptance by the City.
16) Maintenance Program: The landscape design should
include a description of a long term maintenance program
for all plant materials and irrigation systems.

17) American Disabilities Act The design for all improvements
shall me or exceed the requirements of the American
Disabilities Act and/or other applicable handicap access
requirements.
D. Design Phases: The design effort shall include the
following phases of work:
1) Attend one Neighborhood meetings designed to gather
input from residents regarding desired amenities at the
buffer zone.
2) Conceptual Design: The development of a conceptual
design based on input and direction given by the City as set
forth above or otherwise provided.
3) Final Draft Design: The development of a final draft project
design based on input and direction given by the City
during the conceptual design review.
4) Construction Plans and Specifications: The development of
final working plans and specifications.
E. Construction Cost Estimates: The Conceptual Design
shall include a preliminary construction cost estimate. The
Final Draft Design shall include a final construction cost
estimate. Said estimates shall be itemized to show the
costs for the various types of work and/or elements of the
project.
F. Design Review: At the end of each design phase, the
work product to date shall be presented to the City of review
and approval. It is anticipated that the Consultant will be
required to attend at least four design review meetings with
the City staff. It may also be necessary for the Consultant to
give one or more presentations to the City Council or City
Council subcommittee.
G. Materials Provided by the City:
1) Contract Documents: The City will provide the selected
Consultant with a copy (hard copy or WP5.1 file on
computer disc) of the bidding documents, contracts, bonds,
and agreements to be used as the basis for preparation of
the contract documents. The Consultant shall be required
to provide all necessary plans, specifications, special
provisions and other supportive technical construction
notes.
