' r -41 SUBJECT: Consider Resolution No. Amending Resolution No. 92 -888 by Changing the Parking Restriction Established for on the Property at the Southwest Corner of High Street and Moorpark Avenue from No Overnight Parking to No Parking Anytime BACKGROUND In October of 1992 the City Council adopted Resolution No. 92 -888 establishing the following parking restrictions: 1) No Parking between the hours of 2:00 A.M. and 6:00 A.M. on the property located at the southwest corner of High Street and Moorpark Avenue; and, 2) No Parking in the south MetroLink parking lot between the hours of 10:00 P.M. and 5: 00 A.M. DISCUSSION A. Authority Section 21113 of the California Vehicle Code (CVC) allows a local authority to place and maintain on any public grounds under their jurisdiction, any signs they deem necessary and appropriate to adequately control the safe movement of vehicular traffic. Section 22519 of said code provides for the establishment of the parking restrictions in a public parking lot. These Sections adequately provide for the restriction of vehicular parking on the subject property as either a vacant lot or as public parking lot. B. Prior Action As stated above the City took action to prevent the unauthorized storage of vehicles on the subject property by adopting Resolution No. 92 -888 prohibiting parking between the hours of 2:00 A.M. and 6:00 A.M. hi mpk2 SW High & Moorpark February 1994 Page 2 C. NO PARKING In order to better control the use of this property it is recommended that the above mentioned parking restriction be changed to NO PARKING ANYTIME. RECOMMENDED ACTION Staff recommends that the City Council adopt the attached Resolution amending Resolution No. 92 -888 by changing the parking restriction established for the property at the southwest corner of High Street and Moorpark Avenue from No Overnight Parking to No Parking Anytime hi_.mpk2
