SUBJECT: Consider Authorizing Recordation of the Notice of
Completion for the Construction of an Access Road
to Serve the Sunnyslope Debris Basin
BACKGROUND
The City maintains a number of storm drain debris /siltation basins
located south of certain lots in Tract 2865. Pursuant to the
Conditions of Approval for that development, the cost of
maintaining these basins is to be funded by a portion of the Zone
2 benefit assessments levied upon the lots in that Tract.
One of the storm drain debris /siltation basins is located south of
Lot 226 on Sunnyslope Place (See Exhibit 1). This debris basin was
constructed in a manner which does not provide for vehicular access
to the floor of the debris /siltation basin. This makes it
difficult to impossible to provide required maintenance (silt
removal, etc.) at this location. The purpose of this project is to
construct a maintenance access road to enable the City to provide
this maintenance.
On November 3, 1993, the City Council awarded a contract for the
construction of an access road to facilitate maintenance of this
debris basin. That Project is now completed.
DISCUSSION
A. Final Proiect Costs
Both this and the Tierra Rejada Slope Restoration Project were
funded by surplus AD 84 -2, Zone 2 improvement assessments. At
its November 3, 1993, meeting, the City Council increased the
budget amount for both of these projects. A summary
comparison of the revised budget figures and the final total
actual project costs for these projects is list in Exhibit 1.

B. FY 1994295 Zone 2 Improvement Assessment
As noted in Exhibit 1, the total cost of these two projects
exceeded the amount of the surplus Zone 2 Improvement
Assessments by $9,265. Pursuant to the direction given by the
City Council on November 3, 1993, it is the intent of staff to
include this amount as an additional Zone 2 improvement
assessment for FY 1994/95. This and other assessment
matters will be discussed at the public hearings to be
scheduled to consider the amount of the assessments to be
levied for AD 85 -1 and AD 84 -� for next fiscal year.
C. Construction Complete
The construction of the subject project is completed and it
is, therefore, appropriate for the City Council to consider
acceptance of these improvements.
RECOMMENDATION
Staff recommends that the City Council take the following actions:
1. Accept the work as complete.
2. Instruct the City Clerk to f ile the Notice of Completion.
3. Authorize the release of the retention upon clearance of
the thirty -five (35) day lien period.
