TO: The Honorable City Council.
FROM: Kenneth C. Gilbert, Director of Public Works
DATE: January 25, 1994 (Council Meeting 2 -2 -94)
SUBJECT: Revised Implementation Schedule for the Enforcement of
Parking Restrictions to Facilitate Street Sweeping
On November 3, 1993, the City Council adopted Resolution No. 93 -985
establishing parking restrictions to facilitate street sweeping.
Included in that action was direction to defer the TOW AWAY
provision of the Resolution for a period of sixty (60) days
commencing December 6, 1993, and ending February 6, 1994. During
the sixty (60) day grace period, the Police Department was to use
its discretion in issuing warnings or citations in lieu of the
towing of vehicles.
DISCUSSION
The City Council selected December 6, 1993, as the date the program
was to be implemented, based on an understanding that all of the
signs required to properly notify the public of these parking
restrictions, would be installed by that date. In that the effort
required to install of all of the signs took longer than expected
and was only recently completed, it is requested that the City
Council revise the date for the commencement of the enforcement of
this program.
RECOMMENDATION
Staff recommends that the City Council revise date for the
commencement of the enforcement of the street sweeping parking
restriction to be February 7, 1994, and to designate the grace
period to be that period commencing February 7, 1994, and ending
April 1, 1994 (enforcement to commence 4- 4 -94).
