Lindley, Assistant to the City Manager:,'' DATE: January 28, 1994 SUBJECT: Consider Support for Bailard Landfill Extension Permit Background The Ventura Regional Sanitation District (VRSD) owns and operates Bailard Landfill located in County unincorporated area near the City of Oxnard. Bailard Landfill is primarily used by western and central Ventura County jurisdictions. The permit to operate Bailard was scheduled to expire in December 1993. VRSD has submitted a permit application (CUP -3650 MOD No. 1) to extend the life of the Landfill to a date not to exceed May 30, 1997 or 3.15 million tons. The Ventura County Planning Commission hearing for the Bailard Landfill permit application to scheduled for February 3, 1994. The Commission is requesting comments from jurisdictions. In addition, the Board of Supervisors has scheduled a hearing for March 1. In the past, Council has supported the extension of the Bailard Landfill. Without Bailard, much of western Ventura County's waste would most likely be trucked to Simi Valley Landfill. The impact on Moorpark would be increased traffic congestion and air pollution. Recommendation Staff recommends that Council direct the City Manager to write a letter to the Ventura County Planning Commission expressing the City's support for the Bailard Landfill Permit Application (CUP - 3650 MOD. No 1).
