SUBJECT: Consider Resolution No. to Enable the Enforcement
of the California Vehicle Code on Property Located at the
Northwest Corner of Los Angeles Avenue and Park Lane
[Mission Bell Plaza (CPD 89 -2))
OVERVIEW
This presents for consideration at a public hearing, a resolution
making the private roads and parking areas at Mission Bell Plaza,
located at the northwest corner cif Los Angeles Avenue and Park
Lane, subject to the provisions )f the California Vehicle Code
(CVC).
DISCUSSION
A. Authority
The City enforces the CVC in a number of privately owned parking
areas in commercial shopping centers and multi - family
residential developments. Enforcement of the CVC on private
property requires the adoption of a resolution by the local
agency at the request of the property owner.
B. Request
The owner of the subject property has requested (Exhibit 1) that
the City enforce the CVC on ingress / egress roads and the
parking lots at Mission Bell Plaza.
C. Notice
A notice of this Public Hearing was sent to the applicant in
accordance with the requirements of the California Vehicle Code.

RECOMMENDED ACTION
Staff recommends that the City Council ado t the attached
resolution declaring certain roads and parking facilities on
private property subject to the California Vehicle Code.

Dear David,
Pursuant to our telephone conversation, it is my understanding that
you intend to request that the Moorpark Police Department undertake
the enforcement of certain traffic and parking regulations within
the parking lots at Mission Bell Plaza. The California Vehicle
Code (CVC) requires that, prior to undertaking the enforcement of
traffic regulations on privately owned roads and parking
facilities, the City Council must conduct a public hearing on the
matter and notify the property owners affected of the City's
intent.
