SUBJECT: Consider Residential Refuse and Recycling Rate Increase
Effective March 1, 1994, and Resolution 94-__ for the
Purpose of Updating Solid Waste Management Fees and
Services, Rescinding Resolution 93-990.
SUMMARY
Pursuant to the city's contract with its residential refuse
haulers, and the haulers' request for a refuse and recycling rate
increase, staff conducted a review of the monthly service rates.
The City Council is being asked to consider increasing the
residential refuse rate by $0 .12 and recycling rate by $. 05,
effective March 1, 1994. The city Council is also being asked to
consider approval of Resolution 94 -__ , updating solid waste
management fees.
BACKGROUND
In December, 1993, the residential refuse haulers submitted a
request for a residential refuse and recycling rate increase. At
the time of the original submittal, the county was reviewing the
1994 landfill rates with the operators of the Simi Valley Landfill
(Waste Management Inc.). Once the landfill rate was confirmed,
staff began the rate review process.
Refuse rate
The formula for determining an adjustment of the monthly
residential refuse rate is calculated by combining three cost
components -the Producer Price Index (PPI), Simi Valley Landfill
Rate, and Diesel Fuel average cost per gallon. The above costs are
weighted to reflect the representative portion of overall expenses
for each hauler. The percentage change of the three components is
as follows:
PPI: .0045%
Fuel: .0012
Landfill fees: o
Attached, you will find staff's calculations for each hauler.
Based upon annual operating expenses submitted quarterly by the
haulers, both haulers are entitled to a monthly household increase
of $0. 079, and $0. 062 for the senior discounted service. The
residential refuse contracts state that adjustments to the rate
will be rounded up or down to the nearest five cents ($0.05). Thus
the proposed monthly household increase is ten cents ($0.10), and
five cents ($0.05) for the senior rate.
