Update on the Implementation of the City's Newly
Adopted Graffiti Abatement and Control Ordinance
The City's Graffiti Ordinance became effective on December 3, 1993.
As directed by Council, on December 20 staff drafted and mailed a
letter to Moorpark merchants who may have been impacted by the
Ordinance. The letter restated, in summary, the requirements of
the Ordinance as they pertain to merchants who sale graffiti
implements. This was the second letter sent to the merchants; an
earlier letter dated October 7, 1993, was sent prior to Council's
adoption of the Ordinance.
In addition, the December 20 letter was followed up by a personal
visit by the Code Enforcement Officers to each merchant on the
mailing list (Lt. Dean met with the Whitakers) . The merchants'
response to the Code Enforcement Officers, was for the most part,
very positive. The Officers found that most businesses in Moorpark
are not effected by the Ordinance; those that were affected had
taken steps to meet compliance, with the exception of Moorpark
Stationers. Code Enforcement will follow up in February to see if
the merchants need additional assistance. See the attached memo
for Code Enforcement's comments.
