Condition of High Street Pevver Trees and Recommendation
to Remove Two Mature Pepper Trees
BACKGROUND
The attached is a report from Pat,l Rogers, a certified arborist,
who's firm, Poly Associates, i s , sub- contractor for Bob's Tree
Service, the City's contractor f.c,r Tree maintenance.
Mr. Rogers did an inspection of sfweral areas within the City and
has provided a detailed assessrrerit of the condition and current
maintenance program for the peppFar trees along High Street.
The pepper trees along High Stree are rec=ognized as a historical
landmark in the City, and as suet, require special attention and
care. In the last year, the park maintenance staff have noticed
some problems in the trunk st:ru tore of the trees. Two trees
along Bard had to be removed ,vt ei, d'ir Lrrg the high winds last

Mr. Rogers has determined that ne c=urrent maintenance of the
trees is satisfactory for mairy o . nirig the health of the trees.
However, due to the age of the t;:F—s, and the general life span of
this particular species, some he older trees need to be
monitored more carefully. Two tree -; are determined to be hazardous
due to their size and their unlealthy condition. Mr. Rogers
explains in his letter attached Fiat tr. :ire is a large cavity in
the tree trunks, which indica�Fs ,ha, the tree could become
unstable with the first large s +_ rr>. HE is recommending removal

pepper trees.
As these trees are historical �r.i Protected by the City's Tree
Removal Ordinance, staff recommc :-r,is --ha-: she City Council review
the report by Mr. Rogers and d_i_rF- �-af tc, remove the two pepper
trees.

As you know this tree species can grov mite large and is very drought tolerant.
It does get oak root fungus if irrigated at its �,� e �rr�d the psyllid insect has been a
problem in past years. Additionally, it is ram f n i �� c trees without some cavities or
bacterial galls on them

As I mentioned earlier, nu watering shoi,l, orclr at the base of any of these trees.
Therefore, the peppers to the planters by the Mer olink arcs need attention. [rather than
spray irrigating this landscape, consider using cr�: Irrigation so that the trees are not
wetted. I believe that there are 3 trees that this it! -it ttion change.
Unfortunately, I found two large trees 11�at need to he removed as they are quite
hazardous. The criteria for determining a hazai J, is t �-er i> that the tree must be large,

so. This has revealed a large cavity inside m( °,ree s trunk and this cavity extends
downward into the trunk. hurthermore, the t,..o remaining branches which are just above
this breakage and cavity area are quite large ar i ar, A ,imilar size - research has shown
that such limbs even without damage beneath , cm arc (I rite subject to breakage.
I regret to recommend the removal ( I hest twe trees but I would be quite remiss
not to do so. Recognize that these exposed LI iwa cd rrcas will never get better, and in
fact will decompose or rot over time. Since tF tees will (ontinue to grow and produce

While I did not examine, nor was atikt (i o e,�amirc these trees in great detail, it
appears that the other trees do not present .r ;,i 11111inent razard at this time. Since there is
damage and cavities on some of the other tre rong y recommend that these trees be
inspected perhaps on all annual basis. I can ,,if tha sorvice for you should you wish.
