Consider waiver of Park Rental Fees for Moorpark
Kiwanis Club Softball Tournament
The Moorpark Kiwanis Club requested of waiver of fees for
their annual softball tournament in 1993, and at the City
Council meeting of August 18, 1993, the City Council approved
a park rental fee waiver for the rental of Peach Hill Park
and North Meadows Park softball fields and the use of city
owned softball bases.
The Moorpark Kiwanis Club has approached staff regarding a
fee waiver for their 1994 tournament, to be held on Saturday
and Sunday, September 24 - 25, at Peach Hill, Mountain
Meadows and Campus Canyon Parks, from 7 a.m. to 7 p.m. both
days. In the event of rain, the Kiwanis Club has reserved
the park for the following weekend, October 1 - 2, as well.
Funds collected by the Kiwanis for this tournament will be
used to directly benefit residents through many charitable
programs sponsored by the Kiwanis throughout the year. The
Moorpark Kiwanis Club have also been a major supporter of
City sponsored activities, and have provided volunteer
service to the City's Easter Egg Hung, teen and youth dances,
the 1993 Fourth of July picnic, and were co-sponsors with
Carl's Jr. of the highly successful Children's Mardi Gras
Carnival last February.
If the waiver is approved, it should include a waiver of
required deposits as well as use of bases, field drag, lines
hoses, and landscape rakes.
This tournament will not disrupt City sponsored softball
leagues, as these leagues do not play games on the weekends.
RECOMMENDATION
Direct staff as deemed appropriate.

Dear Mayor and Councilmembers:
The Moorpark Kiwanis Club is planning a Men's Slo-Pitch Softball Tournament
for Saturday, September 24, 1994, and Sunday, September 25, 1994. We have
reserved use of the softball fields at Peach Hill Park and Campus Canyon
Park and one of the two fields at North Meadows Park from 7:00 a.m. to 7:00
p.m. We have also reserved these facilities for October 1 and 2, 1994, in
the event of rain on the prior weekend. This tournament is planned as a
fund-raiser for our Club with proceeds to be used for various special
projects. We anticipate approximately 16 - 20 teams to participate.
The Club is conducting the tournament as part of the Chamber of Commerce
sponsored Country Days' activities. While it is sanctioned as an official
part of Country Days, the Chamber of Commerce will not share in the cost of
or proceeds from the tournament.
The Kiwanis Club requests the City assist us in our endeavor by waiving the
rental fees for use of the fields. In the event the lights are used at
Peach Hill Park, we would pay for such use at the applicable hourly rate.
In addition, we request use of two sets of bases, field drag, liner, hoses,
and a landscape rake stored at Peach Hill Park and permission to operate a
temporary concession stand during the tournament. We are aware that
alcohol consumption is prohibited in City parks.
The City Council approved similar requests for the Club in 1992 and 1993.
