SUBJECT: Consider Redesign of the Dorothy Wall Project
Background
On May 18 , City Council awarded a contract for the Dorothy Wall
Project to Pacific Central Construction at a cost not to exceed
$24, 017. Council had previously appropriated $26, 100 for the
demolition and construction of the wall.
Upon a physical inspection of the existing wall and the site
parameters with the contractor and the Public Works Director, staff
has identified two new concerns regarding the current job
specifications and design. Mainly, the difference in elevation
between the Metrolink parking lot and the back of the private
properties along Dorothy Avenue varies by up to two feet.
Construction of a six foot wall facing the parking lot will result
in a four foot wall for some of the private properties.
In addition to the problems with the height of the wall, the
difference in the property elevation also affects the wall's
footings. The result is that some of the existing footings are
exposed. If the wall is constructed as is to maintain the six foot
height facing the private properties, the exposed footings may
compromise the strength of the wall.
Staff recommends that the City Council rescind its original action
to award the contract to Pacific Central Construction, and instead
reject all bids and direct staff to redesign the project to
accommodate these additional factors. The contract between the
City and Pacific Central has not been signed and no Notice to
Proceed has been issued.

The redesign of the wall will include an additional course of block
and lowering the footings eight inches where necessary. The new
project specifications were provided to Council under a separate
memo. Such steps will require additional funds. Staff will report
back to Council upon receipt of new proposals for construction of
the wall for approval of any additional funding requests.
Recommendation
Staff recommends that the Council:
1. Rescind its earlier action of awarding the Dorothly Wall
contract to Pacific Central,
2. Reject all bids,
3 . Approve the modified Dorothy Wall specifications, and
4. Direct staff to solicit new bid proposals.
