SUBJECT: Authorization to Advertise for Receipt of
Bids for the Reconstruction of Canario
Court, Granadilla Drive and Tecolote Court

OVERVIEW
This requests authorization to advertise for receipt of bids for
the reconstruction of Canario Court, Granadilla Drive and Tecolote
Court (Exhibit 1).
DISCUSSION
A. Street Failure
Tecolote, Canario Court, Granadilla Drive, Alandia Court,
Olorosio Circle and Clavelle Court, located in the Peach Hill
area, have various degrees of pavement deterioration. These
streets are all within Tract 2406 which was constructed in
approximately 1976. The deterioration ranges from shrinkage
cracks to pavement and subgrade failure.
B. Pavement Analysis
The Engineering Department retained the services of a soils
engineer, Geolabs, to core the subject streets, retrieve
subgrade samples, perform various soil tests, calculate "R"
values, and recommend several different methods of repair.
The soils engineer determined that the shrinkage cracks are due
to exposure to the elements, which causes the loss of elasticity
and /or resiliency. Once the pavement loses its elasticity, the
constant expansion and contraction of the pavement due to
temperature changes causes the cracks.

The pavement failure is a result of subgrade failure attributed
to two possible problems:
1. The "R" values calculated by the soils engineer indicate
that the structural sections of the severely damaged
streets are inadequate.
2. An evaluation of the subgrade material revealed that the
subgrade material is overly saturated. It does not appear
that the over saturation is due to ground water. The
soils engineer believes that rain water is entering the
subgrade through the cracks and that landscape water is
also entering the subgrade from the adjacent properties.

The following recommended course of action for the moderate to
severely damaged streets, Tecolote Court, Canario Court, and a
portion of Granadilla Drive is as follows:
1) The areas of subgrade failure should be repaired by
removing and replacing the base material and asphalt.
2) Because of the large disparity between the existing and
recommended structural sections, the streets should be
overlayed with reinforcing fabric and 1.5" of asphalt.
3) Because the subgrade was found to be wet, a cut -off wall
should be installed adjacent to the gutter to prevent
shallow infiltration of landscape water into the subgrade.
The following recommended course of action for the slightly
damaged streets, Alandia Court, Olorosio Circle, remaining
portions of Granadilla Drive, Clavelle Court and Clavelle Avenue
is as follows:
1) The areas of subgrade failure should be repaired by
removing and replacing the base and asphalt.
2) Because there is not a large disparity between the
existing and recommended structural sections or because
there is little to no subgrade failure, we are not
recommending to overlay these streets. However, the
streets should be crack sealed and slurried with at Type
II slurry. Because these streets are scheduled for crack
and slurry sealing during the summer of 1995, the
Engineering Department recommends that the crack and
slurry sealing be delayed until then.

D. Plans and Specifications
Plans and specifications for this project will be made available
to the City Council for review prior to the September 7th
meeting.
E. Fiscal Impact
This street reconstruction project was not anticipated at the
time the FY 1994/95 Budget was prepared. It is recommended that
the City Council authorize staff to proceed with soliciting bids
for this work and the that funds be appropriated and the Budget
amended at the time bids are considered.

follows:

The funding source for this project will be the Gas Tax fund
(Fund 03) and /or Transportation Development Act fund (Fund 11).
The present FY 1994/95 combined year -end balance for these two
funds is in excess of $1.5 million. It is recommended that the
appropriation of funds for this project, from one of these
funds, be deferred until consideration of bids.
