SUBJECT: Consider Approval to Amend 1994/95 Budget to Reflect Used
oil Recycling Block Grant Funds.
The City Council is being asked to amend the 1994/95 Budget to
include the 1994/95 Used Oil Grant revenues and approve the
expenditure of funds for Moorpark's used oil collection program.
BACKGROUND
In January 1994, Moorpark was awarded used oil recycling grant
funding in the amount of $8,462.22 from the California Integrated
Waste Management Board (Board). The original grant cycle was
January 1, 1994 through January 1, 1995. In July 1994, the City's
grant was augmented in the amount of $9,159.78 to extend the grant
program through June 30, 1995. Total grant funding in the amount
of $17,622 is available through June 30, 1995.
The funding will be used to purchase oil containment equipment for
use at the certified collection center (Easy Oil) , promotion of the
program, and staff costs to administer the program. Grant funds
will also be used to cover a portion of Moorpark's used oil
processing and recycling fees at the Resource Conservation Center
(RCC) .
On April 6, 1994, the Council approved the appropriation of funds
to be reimbursed by the grant and the expenditure of such funds.
Council also approve to include the balance of unexpended funds in
the 1994/95 budget. Actual grant expenditures amounted to
$2,348.84 in 1993/94.
Staff invoices the Board for reimbursement of expended funds on a
quarterly basis. The City has received reimbursement in the amount
of $1,082.25, for the funds expended January 1 - March 30, 1994.
Staff recently submitted an invoice to the Board in the amount of
$1,266.59 for funds expended April 1 - June 30, 1994.
Staff proposes that the City's 1994/95 Budget be amended to include
the used oil grant revenue in the amount of $15,273.16 and
expenditures in the same amount for the costs associated with the
program.

The 1994/95 grant funds will be accounted for in the Solid Waste
fund (Account 160).
RECOMMENDATION
Staff recommends that the City Councii:
1) Approve the appropriation of funds as itemized in the
report to the Solid Waste Budget 160 to be reimbursed by used
oil recycling grant funds; and
2) Approve the expenditure of used oil recycling grant funds
in an amount not to exceed $15 27_;.16 for Fiscal Year 1994/95.
