SUBJECT: Consider Approval of a Revision to Policies Pertaining to the Use of City Facilities for — -- Overflow Parking in the Vicinity of Moorpark High School On August 17, 1994, the City Council adopted certain policies with respect to the issuance of Encroachment Permits to allow for overflow parking on City streets and Park facilities adjacent to Moorpark High School. Those policies are re- stated as follows: 1. Permits shall be granted for only those events for which Moorpark Unified School District is the sole sponsor. 2. High School and District personnel shall be required to be directly responsible for the administration, implementation and compliance to all Conditions of Approval of any such permit. 3. No Parking of vehicles shall be permitted on Tierra Rejada Road. 4. Parking on Mountain Trail Street shall be restricted to the west side of the street between Tierra Rejada Road and Summerglen Court. 5. Parking on the Arroyo Vista Community Park access road shall be permitted only during the period when the park is not being used. The wording of policy number 5 allows for no discretion by staff in granting permits for period when it is anticipated that the requested use would not be in conflict with the use of the park. In order to allow for such flexibility, it is requested that the wording of policy number 5 be revised to read as follows: 5. Parking on the Arroyo Vista Community Park access road shall be permitted only during periods when such use does not interfere with the use of the park. hoprk2 High School Overflow Parking September 1994 Page Z Staff recommends that the City Council approve the revision to policy number 5, as set forth in this report, pertaining to the issuance of Encroachment Permits to allow vehicle parking, on City streets and in Arroyo Vista Community Park, in support events at Moorpark High School. hsprk2
