Reconsider Design for the Reconstruction of Walnut.
Street between High Street to Charles Street
1. Some time ago, in conjunction with the design effort for the
reconstruction of Charles Street, the City Engineer prepared a
design for the reconstruction of Walnut Street between High
Street and Charles Street. That design calls for a pavement
width of forty -eight feet (481) and provides for parallel on-
street parking.
2. In December of 1993 the City Council authorized staff to
proceed with the redesign of this street (see Exhibit 'A') to
increase the pavement width to sixty -four feet (641) in order
to accommodate angle parking.
3. In March of 1994 the City Council concurred with the
recommendation of the Public Works, Facilities and Solid Waste
Committee that proposed redesign of this segment of street be
deferred until on- street parkinq requirements are better known.
DISCUSSION
A. Parking Dgsian Comparison
Attached is a sketch of that preliminary design for the street
showing angled parking. A comparison of some of the design
elements for both angled and parallel parking on this street
segment is as follows:

B. Mayflower Market
One of the primary reasons for the establishment of angle
parking on Walnut Street was to accommodate the parking needs
of the Mayflower Market. The earthquake earlier this year
caused significant structural damage to the Mayflower Market
resulting in the demolition of a major portion of the building.
As discussed above, a final decision regarding on- street angle
parking was deferred until the parking needs of this business
were better known.
A separate report to the City Council discusses in more detail
the site improvement plans proposed for the Mayflower Market.
These plans provide on -site parking for at least eleven (11)
vehicles, a number which meets the requirements of the City's
zoning regulations.
C. Other Parking Needs
In addition to the parking needs of the Mayflower Market, it is
recommended that the overall parking needs of the downtown area
be assessed prior to making a decision regarding the need to
provide additional street parking in the downtown area via the
establishment of on- street angle parking. This may or may not
require the further development of the Downtown Plan,
particularly as it pertains to the provision of on- street and
off - street parking.
D. Redesign
Street improvement plans for the subject segment of Walnut
Street have already been prepared. These plans call for
parallel parking. The cost to redesign the street to
accommodate angle parking is estimated to be approximately
$12,000.
E. Alternatives
1. Leave the street improvement plans unchanged (parallel
parking) .
2. Approve the redesign of the street (est. $12,000) to
accommodate angle parking.
3. Defer the decision on angle parking in the downtown area
until the elements of the downtown plan are better know.

F. Committee Review
A Special Meeting of the Transportation and Streets Committee
(Councilmembers Hunter and Wozniak) was convened on August 30,
1994, to discuss this matter. [Please note that prior Committee
discussion of this issue was before the Public Works,
Facilities and Solid Waste Committee (Councilmembers Montgomery
and Wozniak) ]. After due discussion and deliberation, the
Committee recommended that the City proceed with the re- design
of the street to provide for angle parking.
It is the recommendation of the Transportation
Committee (Councilmembers Hunter and Wozniak) that the
approve the redesign of Walnut Street between High
Charles Street to provide for angle parking.
