Due to the road improvements to Tierra Rejada last year, the bins were temporarily moved to the parking lot at Monte Vista Park. The park was the closest available site to the former location and provided easy access to residents using the bins. After the completion of the Tierra Rejada road widening, the original location for the bins was not available, so the bins remained at Monte Vista. Staff recently investigated other possible locations for the bins and found none as accessible as the Monte Vista Park location. Staff presented their findings to the Public Works, Facilities, and Solid Waste Committee (Councilmembers Montgomery and Wozniak) at their meeting on August 2, 1994. Rather than remove the bins, the Committee recommended that the bins be painted, from white to tan, to make them more aesthetically pleasing. The Committee also recommended that the hauler's identification information be placed on the sides of the bins and that the front of the bins be labeled, "Newspaper Recycling Only." The hauler servicing the bins (G.I. Rubbish) indicates that an average of 3,000 pounds of newspapers are deposited in the recycling bins each week. RECOMMENDATION: The Public Works, Facilities and Solid Waste Committee and Staff recommend that the City Council approve the placement of the newspaper recycling bins.
