SUBJECT: Consider the Establishment of a Senior Citizens
Discounted Bus Fare
Background
Council is being asked to consider the establishment of a senior
citizens discount bus fare. Currently, the City only offers a
general fare to all bus riders. A one -way ride on the city bus is
$.75. Staff proposes establishing a senior citizens fare discounted
to $.50 for riders who are 60 years of age and older.
Staff continually strives to increase bus ridership and address the
needs of Moorpark's transit dependent population. Senior citizens
generally constitute a significant percentage of those individuals
who are dependent on public transportation. By focusing on a lower
fare and simple bus route changes, staff believes that more
Moorpark senior citizens will find the city bus an economical and
convenient form of transportation.
The bus has always driven along east -bound and west -bound High
Street. Staff initiated a small route change recently by routing
the bus up Charles Street with a stop in front of Tafoya Terrace,
a low income senior citizen housing complex. The bus then drops
back down to High Street and continues on its usual route to the
Community Center. This route change allows the Tafoya Terrace
residents easy access to public transportation and possibly
increases their participation in the City's senior citizens
programs.
In addition, the Moorpark Senior Citizens Club is considering
subsidizing bus fares for Tafoya Terrace residents who ride the bus
to the senior center. This action combined with easy access to the
bus should help encourage more senior citizens to ride the bus.
The Transportation and Streets Committee considered this issue at
its August 4 meeting and is recommending the establishment of a
senior citizens discounted bus fare.
Staff Recommendation:
The Transportation and Streets Committee and staff recommend that
the City Council approve the establishment of a senior citizens
discounted bus fare of $.50 as outlined in the staff report.
