Gilbert, Director of Public works ,it Moetng DATE: August 5, 1994 (Council Meeting 8- 17 -94) of ,may ACTION: SUBJECT: Consider Exoneration of Bonds for Tract 4338 (UWC) DISCUSSION The improvements for Tract 4338 (Exhibit 1) were completed and accepted several years ago. The resolution of a subsidence problem has delayed the exoneration of the bonds related to these improvements. The City has recently received written verification (Exhibit 2) from the former City Engineer (Willdan Associates) that the problem has been satisfactorily resolved. However, that correspondence suggests the posting of an additional bond for an additional three year guarantee period. It is the recommendation of staff that no such bond be required. This recommendation is based on the following: • there has been no evidence of a reoccurrence of the problem in the past two plus years since it was first repaired. Correspondence from the subdivider's soils engineering firm stating completion of this work is enclosed. Wilidan Associates observed the pressure grouting repair on behalf of the City and we recommend acceptance of this work with the following condition: 1. The subdivider shall provide the City with sufficient surety guarantee for a period of three years to ensure that this repair was successful. A representative from this firm was present on November 21, 19921 when six (6) grout injection holes were advanced at the shown on the attached plans. Plans indicating the locations of the actual grouting holes and the amount of grout pumped into each hole is new being prepared by Mr. Robert Eldridge. After the completion of the grouting operation, Mt least 2 test holes were du gg in each lot outside the grouted area to investi- gate the posai,bility that sons soft spots existed other than. within the suspect area. With the exception of Lot 37, there were no soft areas uncovered. Within Lot 37, areas that appeared to be less dense,.vere pres- sure grouted. These areas will be shown on the final plans. Within 2 -3 weeks each lot will be reteated and Lot 1 will be resurveyed as requiied. This report is subject to review by the controlling agencies.
