Gilbert, Director of Public Works DATE: August 5, 1994 (Council Meeting 8- 17 -94) SUBJECT: Consider Approval of Policies Pertaining to On- Street Parking in the Vicinity of Moorpark High School =q�ec, i In recent years administrators at Moorpark High School have submitted applications for, and the City has granted, Encroachment Permits to allow the temporary cessation of parking restrictions on the streets in the vicinity of Moorpark High School to facilitate on- street overflow parking for events at the school. A. Conte A number of problems have been encountered with regard to these permits, including one or more of the following: • the issuance of the permits; • the conditions and restrictions related to those permits; • the implementation and adherence to those requirements; • the inspection and verification of compliance to those requirements. In addition, concerns have been raised by staff and by members of the City Council Transportation and Streets Committee about the potential safety implications of allowing the parking of vehicles in a Bike Lane. B. PDI.ic For these reasons it is recommended that the City Council consider the approval of the following policies pertaining to the issuance of future Encroachment Permits for such events: 1. Permits shall be granted for only those events for which Moorpark Unified School District is the sole sponsor. 2. High School and District personnel shall be required to be directly responsible for the administration, implementation and compliance to all Conditions of Approval of any such permit. hsprk High School Overflow Parking August 1994 Page 2 3. No Parking of vehicles shall be permitted on Tierra Rejada Road. 4. Parking on Mountain Trail Street shall be restricted to the west side of the street between Tierra Rejada Road and Summerglen Court. 5. Parking on the Arroyo Vista Community Park access road shall be permitted only during the period when the park is not being used. Staff and the Transportation and Streets Committee recommend that the City Council approve the policies set forth in this report pertaining to the issuance of Encroachment Permits for on- street parking and use of the Arroyo Vista Community Park access road in the vicinity of Moorpark High School. haprk
