SUBJECT: Consider Approval of an Application for SB 821
Bicycle /Pedestrian Funds for the Construction of
Sidewalks in the Vicinity of Flory Elementary -- Phase II
OVERVIEW
This presents for consideration a Resolution authorizing submittal
of an application for SB 821 funds for the construction of
bicycle /pedestrian facilities.
DISCUSSION
A. Background
Each year at this time the Ventura County Transportation
Commission requests application for Transportation Development
Act Article 3 ( SB 821) projects. The deadline for the submittal
of grant applications is March 5, 1993.
B. Prior Projects
In prior years the City has received funding for a number of
projects including the following:

C. Proposed Project
During the initial phases of the design for the Flory Sidewalk
project, it became apparent the costs projected for the project
would not be sufficient to fund the entire project and that the
scope of work would have to be scaled back to match the funds
available ($34,500 grant + $34,500 in local match = $69,000).
In scaling back the scope of the project, it was the intent of
staff to give priority to those sidewalks closest to the school.
It is recommended that the FY 1993/94 SB -821 grant application
be for the additional funds necessary to construct sidewalks in
all of the areas of need initially identified.
A revised project cost estimate is attached as Exhibit 1. A
summary is listed as follows:
If approved, it is proposed that both phases of the project be
constructed this summer.
D. City Share
Consistent with past practice, and in an effort to place the
City's Application in a favorable competitive position with
grant applications submitted by other cities, it is recommended
that the grant application be for 50% of the estimated project
costs. The City's 50% local share match is recommended to be
funded by Gas Tax funds.
