Gilbert, Director of Public Works DATE: February 24, 1993 (Council Meeting of 3- 3 -93) SUBJECT: Consider Bids for the Construction of Block Walls Along the Rear of Properties Located on Sherman Avenue [North Side of Los Angeles Ave East of Spring Rd] BACKGROUND On January 20, 1993, the City Council appropriated funds, approved the design and authorized advertisement for receipt of bids for the subject project. DISCUSSION A. Project Design The bidding documents require bids for a base bid and four design alternatives described as follows: Alternate Description _ IA Construction of the wall using pre- fabricated panels with a grapestake design; IB Construction of the wall using pre- fabricated panels with a slumpstone design; II Construction of the wall using precision block; ITI Construction of the wall using precision block wall with a stucco veneer. B. Bid Schedules Schedule I (Base Bid) of the bidding documents includes all of the items of work not related to the construction of the wall (e. g. removals, relocations, etc.). Bids for the alternate wall designs are set forth in Schedule II. Award of the contract must be based on a combination of the bid received for Schedule I plus the bid for one of the Alternates in Schedule II. sherm6 Sherman Wall Page 2 C. Bid Results Bids for the subject project were received and opened on February 22, 1993. Oualif ications The apparent low bidder, D.W.M. Construction has verified that their bid is valid and that they are prepared to proceed with the project. The City Engineer has determined that this firm is qualified to perform the work. G. Fiscal Impact 1. Construction Cost Estimate: The estimated cost of construction for the recommended design alternate is $108,162.30. 2. Total Project Cost Estimate: The total project cost estimate is summarized as follows: Element Cost Est. (S) Design 19,000.00 Construction 108,162.30 Inspection / Administration / 20,000.00 Contingency Total 147,162.30 3. Budget: At the meeting of January 20, 1993, the City Council appropriated $189,000 from Fund 027 (L.A. AOC) for this project.
