Gilbert, Director of Public Works DATE: February 24, 1993 (Council Meeting 3 -3 -93) SUBJECT: Authorization to Advertise for Receipt of Bids for the Construction of a Community Building and Gymnasium at Arroyo Vista Community Park OVERVIEW This requests authorization to advertise for receipt of bids for the construction of the subject project. BACKGROUND The City solicited bids for the subject project on two prior occasions. Both times the amount of the bids exceeded the funds available to construct the project. The City Council then referred the matter to the Public Works, Facilities and Solid Waste Committee (Mayor Pro tem Montgomery and Councilmember Wozniak) to evaluate options for the re- design of the building to reduce costs. DISCUSSION A. Design Changes The Committee met with the project architect to discuss a number of options regarding the possible redesign of the building to lower overall project cost. The options discussed included the following: • deletion of the Community Building; • deletion of a portion of the Community Building; • changing the construction materials form the Community Building from steel /masonry to wood frame /stucco; • re- designing the roof; • deleting the masonry arches; • deletion of the air conditioning in the gym; • deleting and /or downgrading the bleachers; and, • downgrading a number of systems, including the gym floor, lighting fixtures. evpb_A2 Arroyo Vista Community Park March 3, 1993 Page 2 After considerable discussion, the Committee concluded that the most prudent approach would be to cut cost in a way which would require a very limit amount of redesign. The Committee recommended that the project be readvertised with the following changes: • delete portions of the covered walkway beyond the immediate building perimeter; and, • replace the rubber flooring material surrounding the gym floor with vinyl. B. Fiscal Impact The Architect's estimate for the construction of the project as redesigned is $1,750,000 to 1,800,000. C. Schedule The revised project schedule is as follows: AdvertiseProject .......................... March 5 Bid opening ............................... May 10 Project Completion ........................... Dec 10 This schedule would permit the placement of a corner stone on July 3rd, the City's 10th anniversary. RECOMMENDATION Staff and the Public Works, Facilities and Solid Waste Committee recommends that City Council approve the design changes set forth in this report and authorize staff to advertise for receipt of bids. avpb_d2
