Lindley, Assistant to the City Manager �'A DATE: February 24, 1993 (CC Meeting of March 3) SUBJECT: Consider Budget Appropriation for Metrolink Station Security Measures The City has received several reports of vandalism to cars and City property at the Metrolink Station. In an effort to deter future acts of vandalism and ensure the continue growth in the number of riders boarding the trains in Moorpark, the Transportation and Streets Committee (Hunter & Wozniak) and staff have been considering opinions to increase security at the Metrolink Station. To date, the number of riders using the Moorpark Station have continued to increase. Figures of the City's ridership show that on average, that 185 people are boarding Metrolink in Moorpark. With the recent opening of the Blue Line, it is anticipated that the ridership will continue to increase. Letters and discussions with riders show that individuals who live outside the City, e.g., Thousand Oaks, Camarillo, West Lake, and Ventura, are utilizing Moorpark's Metrolink Station which brings additional visibility and patronage to High Street and other Moorpark shopping centers. As in the case of the graffiti vandalism on December 21, 1992, often times the vandals enter and exit the Metrolink Station by way of Bard Street. Council is being asked to consider the installation of a 6 foot precision block wall which would prevent access to the south parking lot from Bard Street. Installation of the wall would be handled as a change order to the Sherman Wall contract. Based on the bids for the Sherman Wall, the approximate cost would be $3,840 barring any unforseen problems with the site. The final cost would need to be negotiated with the contractor. WOZNIAK Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Pnread an Pegded Paper Metrolink Security Measures February 24, 1993 Page 2 In addition to the block wall, the Transportation and Streets Committee considered the use of security guards to patrol the station during hours of operation (8 a.m. to 8 p.m.). The Southern California Regional Rail Authority (SCRRA) has a contract with a security company to provide guards at the Metrolink Stations. Each jurisdiction has the option of contracting with SCRRA to provide security service at approximately $13.20 an hour. For a local security company the cost per hour is approximately $11.50. An alternative to using a security guards is to employ part -time employees at a cost to the City of approximately $8 /hour. The employees would be provided a bright colored vest and radio, and would be tasked with patrolling the Metrolink Station to deter vandalism. The employees would not asked to intervene in the event that they witness an act of vandalism, rather they would be instructed to radio for law enforcement assistance. It is the belief of the Transportation and Streets Committee, staff and SCRRA that just the visibility of a patrol personnel will greatly deter acts of vandalism. SCRRA has agreed to fund 50% of the cost of providing either services of the security guard company currently under contract with them or an employee hired by the City to patrol the Metrolink Station. Its offer would be effective through June 30 at which time the City would evaluate the success and future need for security patrols. After evaluating the alternatives, the Transportation and Street Committee is recommending that the Council approve the use of part - time city employees, equipped with a radio, to patrol the Metrolink Station through June 30. Personnel costs would total approximately $8,000 - the City's share would be $4,000. Staff is recommending that Transportation Development Act funds (TDA) be used to fund the security personnel. Recommendation X20 I 1 e40. vo rE The Transportation and Street Committee and staff recommend that Council appropriate funds for security measures at the Metrolink Station as follow: 1) In an amount not to exceed $3,840 (including 20% for contingency and administation /inspection), from the General Fund Reserve for the installation of a block wall, and 2) In an amount not to exceed $3 �Z44, from TDA funds for security personnel.
