Staff and the Parks and Recreation Commission reviewed the current ordinance and similar park ordinances of other agencies and determined that only minor changes were needed to the city's existing ordinance. To recap, Chapter 12.16 of the Moorpark Municipal Code needs to be amended to address and enforce the following: • Prohibiting the use of roller - skates, roller - blades and skateboards in undesignated areas. • Prohibiting the use of metal detectors in city parks, without prior written approval from the City. The amended chapter is being presented to the City Council as a new ordinance. The Parks and Recreation Commission reviewed and recommended this action at their meeting of April 12, 1993. The Commission approved the changes which included changing the heading of 12.16.130 to read "AUTOMOBILES, RIDING ANIMALS AND OTHER CONVEYANCES." After further study of the municipal code, the correct verbage should remain "VEHICLES" as this term is more inclusive. The City Council addressed the concern about rollerskating, rollerblading and skateboarding in parking lots adjacent to city parks. It is the intent of this ordinance not to allow organized roller games or activities on the parking lots when vehicles are present. However, the ordinance is written in a manner to provide the city the option of barricading off the parking lot on occasions for special sporting events. In normal usage, however, the areas for this type of activity are limited to path ways, and sidewalks. As with pedestrians, skaters should be discouraged from using parking lots as pathways. In reading the proposed amendment, please note that all bold type indicates additional wording and that which is italicized is recommended for deletion.
