SUBJECT: Metrolink Station Security Guard Agreement
On March 13, City Council allocated $3,744 to provide security
guard services at the City's Metrolink Station through the end of
the fiscal year. The amount allocated by Council was to fund 50%
of the service, the other 50% was to be funded by the Southern
California Regional Rail Authority (SCRRA). To that end, staff
initiated an agreement with Security Above that will expire on June
30, 1933.
The City's agreement requires Security Above to provide one
uniformed security guard at the Station from 8 a.m. to 8 p.m.,
Monday through Friday. The security guards keep an hourly log of
the activity at the Station on which they note the condition of the
Station upon arrival, suspicious activities, and license numbers of
vehicles left at the end of the day.
The action to fund a security guard at the Station was taken by the
Council in an effort to deter acts of vandalism and to ensure the
continue growth in the number of riders boarding the train in
Moorpark. Implementation of the security guard service has been
successful in decreasing vandalism as indicated by the very low
number of vandalism incidents reported during the day. To date,
staff has heard of only one incident which involved a scratched
vehicle parked in the north parking lot. The owner of the car did
not report the incident to the Sheriff.
While SCRRA directed the night security guard at the layover
facility to patrol the Metrolink Station once each hour, several
minor incidents of vandalism have occurred at night and on the
weekend that resulted in graffiti and a broken glass panels on the
kiosk. In addition, on two occasions, plants along the wall in the
south parking lot were stolen. All of these incidents were
immediately reported the following morning by Security Above, which
allowed city staff to respond in a timely manner.
The City is currently funding the security guard service with its
Transportation Development Act (TDA) funds. The cost for service
is $10.45 per hour or approximately $2,600 per month. Staff is
exploring the possibility of securing a grant from Caltrans to fund
security in the future.
On June 9, the Transportation and Streets Committee considered the
continuation of the security guard services through the summer.
With the construction of the block wall in the south parking lot at
Bard Street, the Committee proposes allowing the security guard
agreement to expire and reevaluating the situation at a later date,
if needed. It may be that the wall will sufficiently deter
individuals from initiating acts of vandalism by restricting the
points of ingress and egress.
If on the other hand, if the City can successfully secure non -City
funds, i.e., a grant from Caltrans, to provide security guard
services (at no cost to the City), the Committee proposes that
security guard services continue.
Recommendation
The Transportation and Streets Committee and staff recommend that
Council allow the agreement for security guard services at the
Metrolink Station to expire unless alternative funding (non -City
funds) can be secured.
