SUBJECT: Consider Dissolution of Fund 29 (Los Angeles
Avenue Alternate Route Area of Contribution) and
Transfer its Fund Balance to Fund 27 (Los Angeles
Avenue Area of Contribution) and Fund 21 (City
Wide Traffic Mitigation)
BACKGROUND:
One standard condition for traffic mitigation for all
development projects is to make a payment to one of the two
major Areas of Contribution (AOC). The two major AOC9s are
the Tierra Rejada Road /Spring Road AOC and the Los Angeles
Avenue AOC. Those developments north of the Arroyo Simi
contribute to the Los Angeles Avenue AOC.
In 1986, the City Council conditioned the 484 unit Tract 3963
(Griffin) to contribute the equivalent of its Los Angeles
Avenue AOC to a separate traffic mitigation fund known as the
Los Angeles Avenue Alternate Route AOC Fund (Alternate
Route). This contribution was in lieu of a contribution to
the Los Angeles Avenue AOC Fund. The rationale for this
action was that this project could be better served by the
construction of an Alternate Route rather than the
improvement of existing Los Angeles Avenue. At that time,
the Alternate Route, as depicted on the Circulation Element,
was an easterly extension of New Los Angeles Avenue across
the Arroyo Simi to connect to Collins Drive. Condition 61.d.
of this project states that, "All or part of these funds may
be used for the purposes of the Los Angeles Avenue AOC upon
a four - fifths (4/5) vote of the City Council."
Also in 1986, the 93 unit Tract 3049 (A & R Development) was
conditioned to pay its traffic mitigation fees to the
Alternate Route fund. Condition 32.b. of this project states
that, "All or part of these funds may be used for the
purposes of the Los Angeles Avenue AOC upon a four - fifths
(4/5) vote of the City Council." These two projects were the
only projects to contribute to the Alternate Route fund.
