SUBJECT: Extend Contract for Transit services with Antelope
Valley Bus for Fiscal Year 1993/94
Background
The City currently contracts with Antelope Valley Bus for transit
services. The service consists of one 21 passenger bus that loops
the City once every hour. Staff proposes that the contract with
Antelope be renewed for FY 1993/94.
The cost to the City for its transit services in fiscal years
1991/92 and 1992/93 was $91,600 annually. Transportation
Development Act (TDA) funds were used to cover the cost of the
transit service contract. As requested by the City, Antelope
Valley Bus Service purchased a newer 21 passenger bus with
wheelchair lift and air conditioning at no cost to the City.
The cost of the City's transit service will increase 3% in 1993/94
to $93,900. In addition, the revenue collected from the bus fare
is projected be approximately $8,000 in 1993/94.
As you may recall, State regulation for the use of TDA funds
require transit operators to meet the mandated fare box return by
the third year of operation. The mandated fare box return ratio
for the City is 14.9 %. If a jurisdiction fails to meet its fare
box return ratio, it must make up the dollar difference with
General Funds in the fourth year and every year thereafter, until
it meets its goal. It's important to note that most jurisdictions
do not meet their fare box return goals, as is the case with the
other transit operators in Ventura County.

Year three for Moorpark's transit service is FY 1992/93 and the
City's can anticipate reaching fare box return ratio of 10 %. If
the City wishes to continue to operate its transit system using TDA
funds in FY 1993/94, it needs to allocate General Fund money to
stay in compliance with TDA regulations. Staff proposes using
$88,100 in TDA funds and $5,800 from the City's General Fund to pay
for the transit service. Pending actual fare box return in June
1994, this funding allocation should meet TDA compliance. If the
actual 1993/94 fare box return is lower then the City's estimate,
additional General Funds will be required to make up the
difference.
Recommendation (roll call vote)
Staff recommends that Council authorize the Mayor to sign a
contract with Antelope Valley Bus, at a cost not to exceed $93,900,
and allocate $88,100 in TDA funds and $5,800 in City General Funds
for transit service in fiscal year 1993/94.
