AGENDA REPORT
CITY OF MOORPARK
TO: Honorable City Council
FROM: Mary K. Lindley, Assistant to the City Manager
DATE: June 11, 1993 (CC meeting of June 16)
SUBJECT: Consider Alternative Proposals for Disposal of West
Ventura County Solid Waste at the Simi Valley
Landfill and other Facilities
Background
On May 27, the Ventura County Waste Commission called a special
meeting to hear a proposal developed by Councilmember Campbell,
from the City of Fillmore, regarding future disposal of west
Ventura County waste. Councilmember Campbell's proposal includes
postponing any decision on Weldon Canyon to allow for additional
time to identify and evaluate alternative landfill sites. In
addition, the proposal recommends denying VRSD's request for a
extension for the operation of the Bailard Landfill in Oxnard,
which would mean that Bailard would close in December 1993.
Closing the Bailard Landfill and postponing the Weldon Canyon
project leaves the west County without a landfill, with the
exception of Toland Landfill that is only permitted to take 135
tons per day. Since the west County needs disposal capacity for
approximately 2,500 tons per day, it must rely on another facility.
Councilmember Campbell's original proposal suggested that west
County waste could be transported to the Simi Valley Landfill. The
Simi Valley Landfill is permitted to receive 3000 tons per day, but
currents receives approximately 900 tons per day. The landfill is
permitted to receive refuse for another 12 years and the permit
could be extended. While feasible from the landfill capacity
perspective, transporting west County waste to the Simi Valley
Landfill would significantly increase truck traffic on the 118 and
23 freeways.

It is my understanding that due to the strong opposition to the
Simi Valley Landfill suggestion, Councilmember Campbell is now
suggesting that west County waste be transported to Chiquita
Landfill, east of Piru, in Los Angeles County. This is an
economical alternative since the tipping fee at Chiquita is $20 per
ton, considerably less than Bailard or Simi Valley, and would
offset the cost of transportation. Refuse from the eastern Ojai
Valley is areadly being transported to the Chiquita Landfill. The
truck traffic to Chiquita Landfill would be routed on the 126
Freeway through Santa Paula and Fillmore.
Councilmember Campbell's proposal includes the development of a
Material Recovery Facility (MRF) for recyclable materials. Once
the MRF is operational, the amount of truck traffic will be
significantly reduced.
Councilmember Campbell is serious about siting a new landfill in
the west County. With the strong opposition to Weldon on Bailard,
he believes at a more acceptable site can be found.
