Reynolds Jr., Administrative Services Manager, DATE: November 8, 1993 SUBJECT: Declaring Certain City Property as "Surplus" and Authorize Staff to Dispose of it to the Maximum Benefit to the City Attachment "A" is a list of City property that has been reviewed by staff and determined to be surplus. Staff is reporting to the Council to have these items declared as "surplus" and to allow staff to dispose of them in a way which brings the maximum benefit to the City. Background This is the second time that staff has presented a list of items to be declared surplus by the Council. The first list was generated as a result of buying new furniture for City Hall when the facility opened in October, 1988. Although the City Municipal Code, ( Title 3, Chapter 4, Sections 300 through 320) , permits the City Manager to declare equipment that is no longer of value to the City as "surplus" and dispose of these items. Because the Council minutes reflect a formal action to dispose of surplus equipment, action taken in this manner has been found in the past to be preferable to the City's auditors. The Council's approval also eliminates any concern about perceived or real conflicts of interest that may result from the chosen disposal process. Discussion Staff developed this list in response to a general need at the City to maximize existing storage facilities. It was recognized that all of the storage available at Griffin Park and a portion of the storage at Peach Hill Park is used to store equipment no longer being used, is obsolete or worn -out. Other equipment of this nature is being stored in the Annex and as the need for office space grows, this space becomes too valuable for storage. The attached list was amended after a review by each City department which acknowledged that some items could still be valuable to the City. Several items currently being stored by the City are being retained for potential use at the Arroyo Vista Recreation Center in lieu of purchasing new equipment. 1 Disposal Staff is recommending an approach to disposal that will attempt to maximize the benefit to the City. The first approach is to invite sealed bids for all items listed. There will be no "minimum" price associated with the listed items, but staff will reserve the right to refuse all bids for any particular item. After concluding the bidding procedure, remaining items would be provided to City non- profit organizations for donation. All items that remained after this step would be disposed of. Recommendation That the City Council declare the attached listing of equipment as "Surplus Equipment" and authorize staff to advertise the sale of these items through the Sealed Bid process, and if needed, dispose of unsold items by offering them to City non - profit organizations, and ultimately disposing or recycling any remaining items.
