City of Moorpark AGENDA REPORT TO: The Honorable City Council FROM: Christine Adams, Community Services Directo�`� DATE: November 8, 1993 (Meeting of November 17, 1993) SUBJECT: Consider Funds Through State of California Land and Water Conservation Fund Program This is a non - matching funded competitive grant program which is administered nationally by the National Park Service (NPS) which became effective January, 1965, and was initially authorized for a 25 year period but has been extended for another 25 years, to January, 2015. Under the provisions of the California Outdoor Recreation Resources Plan Act of 1967, the expenditure of funds allocated to California is administered by the State Liaison Officer (SLO), who is the Director of the State Department of Parks and Recreation. ELIGIBLE AGENCIES Agencies eligible to share in the funds are counties, cities, recreation and park districts and special districts. Outdoor recreation purposes and to indoor facilities which support outdoor recreation activities. The types of projects most often funded by local agencies are acquisition or development of neighborhood, community and regional parks that include top priority recreation projects or acquisition of wetlands. Staff has been informed that due to limited funding for this next year, only projects which represent Priority 1 or 2 (listed on attached page), will be considered. ENVIRONMENTAL COMPLIANCE WITH CEOA AND NEPA REQUIREMENTS For the purposes of this grant program, applications must contain evidence of compliance with the provisions of the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) These two compliance measures have already been met through the project development phase of the park.
