SUBJECT: Contract for Materials Testing
Avenida Colonia and Nogales
OVERVIEW
This presents for approval an Agreement for Materials Testing
Services required for the subject project.
DISCUSSION
A. Testina Service
One of the elements of the Construction Engineering required
for the Avenida Colonia / Nogales Avenue Reconstruction
Project is soils and materials testing. The City Engineer
has solicited and has received a proposal from Geolabs-
Westlake Village for these services.
B. Fiscal Impact
These Construction Engineering expenses are considered to be
eligible CDGB expenses. In the remote event that CDBG
funding of these expenses is disallowed, the expenses will be
funded by Gas Tax Funds. The total fees for these services,
as set forth on page three of the attached Proposal , is
$6 ,920.
RECOMMENDATION
Approve the subject Agreement (provided under separate cover)
and authorize the Mayor to execute same.

SUBJECT: Propocal for Gootoohniaal Investigation and Testing for
Street Improvements Phase I and Phase II,
Noglas Avonua and Avenida Colonia, Moorpark, California
GENTLEMEN!
Purcuant to your request, we have prepared this proposal for
a gootoohrical investigation with subsequent grading and testing on
tho subject property. The scope of work is based upon our
knowledge of the site, the proposed grading as illustrated in the
plans provided to our office by Mark whitgraff of Wildan and
Associates, and our understanding of project schedule and require-
ments.
The'site work consists of the construction of street improve-
ments, including utility line replacement and placement of subgrade
and base, for Phases I and iI. In addition to thA
testing, Phase 2I will include rcugh grading. Our investigation
will emphasize these elements, so that their impact upon your
project may be assessed.
We proposed to utilize a backhoe to expose the subsurface
materials at selected locations. Selected samples from the
excavations will be submitted for testing in our laboratory. Upon
evaluation of the assembled data, we will prepare a written report

which will contain our findings, opinions, and recommendations
considered pertinent to this proposed development. We will endeavor
to keep you and the project civil engineer appraised of our
findings throughout the course of the study so tale elements
encountered can be incorperated into the plans and project budget.
Submitted herewith is our estimated cost of the geotechnical
sarvices that will be required during the development of the
subject cite. We are basing this proposal on the normal amount of
testing associated with projects of this nature. A quick cynopcis
is given below:
1. Craaing Plan ReviewL This office will review tho proposed
grading plan and provide a written report_ The report will
include, but not limited to, the following: 1) subsurface excava-
tion 2)appropriate laboratory testir_g; 3)enginoering analysis,
4)grading and street reco=endations.
2. Roush Grading: We presume that rough grading of phase I1 will
be completed in five working days. Our hourly rate includes
periodic inspections during fill placement with related supervi-
sion, engineering, and laboratory maxes. Also included during
rough grading we will perform "R" Values for street design, and a
final compaction and report that will combine both Phase I and
Phase II.
3. Street Utility Rackfill: Includea a test for each three foot
or backfill for every 300 feet of main line backfill, and one test
for every third lateral placed in the street rignt -or -way. One
final report oovering all the utility testing will be submitted for
the entire project.

feet per two lane of traffic and every 300 feet for curb and gutter
subgrade and base. Also included is the laboratory testing of
imported base. one final report will be issued for the entire
project.
Our services for the above will be performed at the following
rates. It should be, noted that the below costs are for passing
tests only. Therefore the costs of all failing test and /or
inspections will be considered an extra which we suggest your firm
pass on to the appropriate contractor.

Since our services depend entirely upon the quality and quantity
of the earthwork performed by your subcontractor, it is entirely
poaaible that our total cost may range from $6,500.00 to
$7,500.00. It should be noted that you will be billed only for
the actual time spent on the job which will be verified by daily
tune tickets signed by your field representative. Also, the above
ratee are applicable to June 1, 1991, with the rates after that
tine being increased by 10% annually for all work not reasonably
completed.
If this proposal meets your approval, please sign and return
the enclosed Work Order and Agreement so we may proceefl.
