Newhouse, Director of Community Services �1 DATE: December 18, 1990 -�'�1� SUBJECT: Consider Applying for Ventura County Area Agency on Aging Funds DISCUSSION: The Ventura County Area Agency on Aging is requesting proposals on a one - time -only basis for projects /programs serving Senior Citizens in Ventura County. Proposals are for the purpose of funding capital or operating expenditures on a one - time -only basis. Applications must be received in the Ventura County Area Agency on Aging's office no later than 4:00 p.m., Monday, January 28, 1991. Approximately $10,000 is available for all of Ventura County on a one - time -only basis. Grant funds received must be spent by June 30, 1991. Applicants are required to match any grant funds awarded with at least one - ninth of the award. Staff met with Dr. Everett Braun, President, Moorpark Senior Citizens on December 17, 1990, to discuss possible projects eligible for funding under this grant. Dr. Braun indicated the Seniors have not had the opportunity to fully discuss this grant proposal to date. However, Dr. Braun did indicate the Seniors are looking into purchase of a van with hopes the City would share in the purchase and upkeep of the vehicle. Additionally, Dr. Braun did not have any further suggestions or recommendations for additional projects or programs but 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 A The Honorable City Council Page 2 December 18, 1990 did indicate he would have additional information for Council's consideration at your January 9, 1991 meeting. On January 3, 1991, staff was called by Dr. Braun who indicated the Seniors will be filing for grant funds separately from the City. Dr. Braun further indicated the Seniors will be asking for additional kitchen equipment and furnishings for the large meeting room. Additionally, Dr. Braun expressed his thanks to the City for offering assistance with filing an application for the one- time -only funds, but again said the Seniors would not be needing the City's assistance as they will be applying for the funds themselves. Proposals not received by this time will not be considered for grant funding. ELIGIBLE APPLICANTS Any public, private for - profit, or private nonprofit organiza- tion may apply. Before contracts may be awarded to private for - profit organizations, VCAAA must receive the prior approval of the California Department of Aging. REVIEW AND SFTECTION PROCESS All proposals will be reviewed and the applicants may be inter- viewed by a task force composed of members or alternates of VCAAA Advisory Council. Recommendations for contract awards are then submitted to the full advisory council which, in turn, submits its recommenda- tions to the Board of Supervisors for final consideration and approval. The Board of Supervisors makes the final decision on all contract awards. TECHNICAL ASSISTANCE Requests for technical assistance should be directed to Joann Wilson, Grants Manager.
