HARE Dunanm JAN 7 ;991 CITY OF MOORPARK AWARD OF CONTRACT OFFICE OF CITY MANAGER NOGALES /AVENIDA COLONIA - STREET IMPROVEMENTS PHASE I AND PHASE II BACKGROUND INFORMATION On January 3, 1991, sealed bids from six (6) contractors were received and opened for the Nogales /Avenida Colonia - Street Improvements Project, Phase I and Phase II. Phase I of this project includes widening of each existing street section and providing curb, gutter and sidewalks. Phase II will consist of constructing street improvements over the drainage channel and connecting Nogales Street and Avenida Colonia. Presently, the Ventura County Flood Control District ( VCFCD) is ready to award a contract for the Happy Camp Channel, Unit IV on January 8, 1991. Construction is anticipated to begin February 4, 1991 with completion expected by June 21, 1991. Phase I of the City project is expected to be completed by March 22, 1991. The low -bid contractor has agreed to enter into an agreement with the City to provide a 75 working day demobilization period and begin work on Phase II of the City project after VCFCD has completed their drainage channel project. The cost for the demobilization period is $1,000. If, at the end of the demobilization period, the VCFCD project has not been completed for the City to proceed with the street improvements, the entire Phase II improvements will be eliminated from the contract for a cost of $500. This cost will cover bond premium payments and interest charges on retention amounts. Since the VCFCD schedule has now been better determined and the contractor has provided the City with a reasonable cost to demobilize for 75 working days, staff recommends award of both Phase I and Phase II work. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 Page -2- The bids received were as follows: The Engineer's estimate for this project is: Phase I: $134,300.00 Phase II: 62.300.00 Total Project Cost $196,600.00 This project is being funded by CDBG funds. The anticipated construction schedule is as follows: 1. Award of Contract 2. Preconstruction Meeting 3. Notice to Proceed 4. Construction Period RECOMMENDED ACTION Phase I January 9, 1991 February 1, 1991 February 1, 1991 February 4, 1991 to March 22, 1991 Phase II June 21, 1991 to August 2, 1991 1. It is recommended that the City Manager be authorized to sign an Agreement on behalf of the City for the 75 -day demobilization period. 2. Upon approval of the above Agreement, it is recommended that a contract be awarded to R &H Paving, Inc. in the amount of $191,602.50 for the Nogales /Avenida Colonia - Street Improvements Project, Phase I and Phase II.
