Gilbert, Director of Public Works/� DATE: January 28, 1990 (Council Meeting 2-6-91) SUBJECT: Contract for Pavement Analysis Related to a Proposed Asphalt Overlay Project OVERVIEW This presents for approval an Agreement for professional services to perform pavement coring and analysis required for the design of a street overlay project. DISCUSSION A. Asphalt Overlay Project The Budget for FY 1990/91 includes funds for an Asphalt Overlay Project, the complete scope of which was to be determined. Certain streets have been identified as candidates for this project including the following: Street Limits Length A. Tierra Rejada Moorpark Rd east to City Limit 2 ,300' B. Project Design Prior to proceeding with the preparation of the design for this project, it is necessary to have certain pavement testing and analysis performed. This work is needed in order to "tailor" the design of the overlay project to meet the needs and condition of the streets to be resurfaced. C. Pavement Analysis It is suggested that pavement analysis be performed on all of the candidate street segments prior to determining the exact scope of the Overlay Project. With this in mind, Proposals were solicited from two firms -- one which uses pavement deflection analysis and another which uses core sample analysis and testing. The price quoted by each of the firms was comparable, with the cost for deflection testing being slightly higher. It is recommended that the core sampling and testing method be employed. The proposal submitted by BTC Laboratories for this work is attached. The cost for these services is $6, 300, with a NOT TO EXCEED amount of $7,000.
