HARE City Treasurer TO: The Honorable City Council FROM: Carolyn Greene, °Management Analyst DATE: January 31, 1991 SUBJECT: Patriotic Display Information Pursuant to direction given at the Council meeting on January 23, 1991 , staff has investigated various patriotic displays to show community support for the armed forces serving in the Persian Gulf. An appropriate display would consist of yellow ribbon and American flags attached to 1 ,500 exposed aggregate (marblelite) light poles in the City. Ribbon in 3" width and 12" X 18" flags (with attached sticks) would be secured to light poles with duct tape at a height of six feet above ground. Approximately 2, 300 yards of ribbon would be needed. City crews would secure flags and ribbons to poles within the Tierra Rejada Road median south of the bridge, and volunteers would be recruited to attach flags and ribbon elsewhere in the City. The City would depend on volunteers to remove the flags and ribbon at the conclusion of the program, except the Tierra Rejada Road median display, which would be removed by City crews. Staff estimates that plastic flags and yellow survey tape would last approximately two to four months; cloth flags and ribbon would last from one to two months. Supplies would be ordered to account for damage and loss, and city staff will maintain the display, replacing flags and ribbons as necessary. The display is proposed to be in place as long as U.S. troops remain in the Persian Gulf; if this extends through July, 1991 , the Council will need to review the program at that time. As can be expected, ribbon and flag vendors have fluctuating stock levels of these items. Staff shall continue to investigate other vendors of these items. Funding options include the General Fund Reserve or utilizing all or a portion of the Gann Fund monies earmarked for the study of street light illumination in the City. Staff Recommendation (roll call vote if funds are to be appropriated) : Direct staff as deemed appropriate.
